The procurement covers approximately 200 performance bicycles, primarily Giant Talon and Trek mountain bikes, requiring twice-yearly scheduled maintenance and on-call repairs as needed at multiple District locations including schools in Crownpoint, David Skeet Elementary, Navajo, Ramah, Thoreau, Tohatchi, Tse Yi Gai High, and Twin Lakes Elementary, or at a centralized location designated by the District. Required maintenance services include cleaning and lubrication, tire inspection and inflation, brake inspection and adjustment, drivetrain inspection and adjustment, frame and component inspection, and general safety checks, all consistent with manufacturer recommendations and industry best practices. Qualified vendors must submit a minimum of three references demonstrating similar relevant experience completed within the last five years, including entity name, contact information, contract dates, service descriptions, and original and final contract amounts. Bidders must submit sealed proposals electronically through the GMCS Bonfire eBidding portal at https://gmcs.bonfirehub.com by February 17, 2026, at 2:00 PM MDT, with attendance at a mandatory pre-bid conference held via Microsoft Teams on February 9, 2026, at 4:00 PM MST required for submission of a responsive bid. Written questions must be submitted by February 10, 2026, with responses provided by February 12, 2026. All pricing must be firm, fixed, and non-adjustable for the entire contract duration, including renewal terms, with pricing quoted on an F.O.B. Destination basis with freight prepaid and included in all bid prices, and vendors must submit a percentage discount off parts with detailed, itemized invoices separately identifying each part replaced with corresponding costs and manufacturer costs.

The procurement is open to New Mexico resident businesses, resident contractors, resident Native American businesses or contractors, resident veteran businesses or contractors, and native American veteran businesses or contractors; eligible vendors must possess valid Resident Preference Certificates issued by the New Mexico Taxation and Revenue Department and may claim only one preference category, with resident veteran businesses earning a 10 percent preference discount if they generated prior-year revenue of $3 million or less. No incumbent vendor or existing contract information is specified in the solicitation documents. The initial contract term runs one year from award through June 30 of the applicable fiscal period with automatic renewal for up to three additional one-year terms (maximum four years total), contingent upon continued need, available funds, satisfactory performance, and District compliance requirements, though the District reserves the right to terminate for convenience or cause at any time and makes no guarantee of minimum work volume or exclusivity. No specific budget or award value is disclosed in the solicitation materials. Payment will be made only after services are fully performed, invoiced, and verified as satisfactory by the District in accordance with New Mexico Statute 13-1-158, which provides payment thirty days after receipt of goods or rendering of services for undisputed invoices, with the District retaining sole authority to determine service satisfactory and the right to require re-performance at no additional cost or withhold payment for deficiencies. GMCS reserves the right to award contracts to the lowest responsible bidder, make multiple awards to different vendors, award by item or group of items as deemed advantageous, reject any or all bids, and cancel the solicitation entirely, with bidders entitled to protest procurement decisions within fifteen calendar days of the triggering event by submitting written protests with an $800 protest bond to the Chief Procurement Officer.
