About this file
This file is a Resident Veteran's Preference Certification Affidavit used by the State of New Mexico for the procurement of Bicycle Maintenance Services for GMCS Performance Bicycles. The affidavit is designed for vendors who currently possess a resident veteran's preference certificate and wish to apply the preference to their bid. The solicitation involves an indefinite quantity, fixed price agreement for bicycle maintenance services to be performed twice yearly on all GMCS Performance Bicycles.
The affidavit requires vendors to certify that their business generated prior year revenue of $3 million or less during the preceding tax year to qualify for the 10% preference discount. Vendors must sign the affidavit under penalty of perjury and understand that knowingly providing false or misleading information constitutes a crime. Key restrictions include a limitation of ten consecutive years of preference benefits per resident veteran business and per individual owner, and a prohibition against benefiting from the preference based on more than one business concurrently. Upon contract award based on the resident veteran preference, vendors must submit annual reports to the State Purchasing Division of the General Services Department declaring the awarded contract amount and identifying it as either a public body purchase or public works contract. The representations made in this affidavit are material and subject to protest, with potential denial or unaward of the procurement if statements are found to be incorrect.
