About this file
This document is a New Mexico Resident Preference Information form applicable to state and local contract solicitations in New Mexico. The form outlines the resident preference requirements for bidders and offerors participating in state contracting opportunities, specifically addressing the Bicycle Maintenance Services contract for GMCS Performance Bicycles. Bidders seeking to claim resident preference benefits must submit a valid Resident Preference Certificate issued by the New Mexico Taxation and Revenue Department along with their bid or proposal; failure to include the certificate will result in no preference being applied. The form identifies four categories of resident preference: Resident Business/Contractor, Resident Native American Business/Contractor, Resident Veteran Business/Contractor, and Native American Veteran Business/Contractor. Preferences are non-cumulative, meaning each bidder is entitled to only one preference category regardless of eligibility for multiple designations.
The document establishes specific procedures for joint bids and proposals submitted by both resident and nonresident businesses, requiring that the resident preference be reduced proportionally based on the percentage of contract work to be performed by nonresident businesses as measured by dollar amount. Bidders submitting joint proposals must clearly delineate each firm's name, location, scope of work, and percentage contribution to the total contract value for both resident and nonresident entities. Applicants requiring additional information or assistance in obtaining resident preference certificates are directed to contact the New Mexico Taxation and Revenue Department or visit their website at www.tax.newmexico.gov. The certificate requirement is mandatory and non-waivable for any bidder seeking to receive resident preference consideration in the evaluation process.
