About this opportunity

The City of Leesburg, Florida is requesting bids on the replacement of approximately 3,500 linear feet of existing 12-inch thin-wall PVC water main with new 12-inch C900 PVC pipe on Bentley Road under IFB 26-015-LK, with bids due June 18, 2026 at 11:00 a.m. The solicitation requires a Florida-licensed Certified Contractor; no set-asides or preferences are applied. A non-mandatory pre-bid conference is scheduled for May 28, 2026 at 10:00 a.m. at the Venetian Center in Leesburg, and bidders are strongly encouraged to conduct site visits.

The scope encompasses all labor, equipment, tools, materials, and supplies for complete installation, including 3,447 linear feet of 12-inch C900 PVC pipe, 10 twelve-inch gate valves, seven fire hydrant assemblies, water service connections, and appurtenances. Work extends from Station 10+00.00 to Station 47+00.00 and includes a 14-inch HDPE directional bore section (approximately 90 linear feet) to address utility conflicts. Associated work includes erosion control, maintenance of traffic, construction staking, sod restoration (approximately 1,800 square yards of Bahia sod), asphalt roadway repair (904 square yards), pressure testing, density testing, and disinfection with bacteriological sampling. All piping must be installed at minimum 36 inches below finished grade. Thrust collars (not concrete deadmen) are required at all connections to existing piping; existing abandoned piping remains in place. Work hours are 8 a.m. to 7 p.m. Monday through Friday, and a full-time on-site superintendent is required. A pre-construction meeting must be scheduled a minimum of two weeks prior to commencement. The contractor is responsible for exploratory excavations to verify utility locations and must notify utility owners 48 hours or 1,000 feet in advance of work.

The engineer's estimate is $975,980.40. The contract term is anticipated to be 90 calendar days from receipt of the Notice to Proceed, with liquidated damages of $904 per day for delays beyond substantial completion. Bidders must submit a 5 percent bid guarantee (cashier's check or bid bond). The successful contractor must furnish a performance and payment bond equal to 100 percent of the bid amount and a 10 percent maintenance bond, with surety companies rated at least A- by A.M. Best. General liability coverage of $1,000,000 per occurrence is required with the City named as additional insured. Payment terms are net 30 days, with the City retaining 5 percent until final payment. Questions are due June 4, 2026 at 5:00 p.m. Two addenda (dated June 4 and June 11, 2026) address bidder inquiries regarding bore pit dimensions, bid bond procedures, abandoned main methodology, and striping standards. All bids must acknowledge receipt of both addenda on the Proposal Bid Form.
