About this file
This is an addendum to an Invitation for Bid (IFB 26-015-LK) issued by the City of Leesburg, Florida, for the Bentley Road 12-inch Main Replacement project. The addendum, dated June 11, 2026, addresses requests for information submitted by interested bidders and provides clarifications on project scope and requirements. The project involves the replacement of approximately 3,500 linear feet of existing 12-inch thin-wall PVC water main with new 12-inch C900 PVC pipe, including associated fittings, connections, valves, and appurtenances. Key work components include 6-inch, 8-inch, and 12-inch PVC piping installation; gate valves and boxes; water service connections; fire hydrant assemblies; directional bore HDPE pipe work; sod restoration of approximately 1,800 square yards; and abandonment of existing pipe infrastructure. The revised itemized price schedule contains 26 line items with quantities ranging from single lump-sum entries to 3,500 linear feet of erosion control/silt fence. Bidders must acknowledge receipt of the addendum on their Proposal Bid Form, and the submission of any bid constitutes acknowledgment of the addendum.
The engineer's estimate for the project is $975,980.40, and the bid structure is a lump sum bid rather than unit price bid. Critical project requirements include a full-time on-site superintendent, allowable work hours of 8 AM to 7 PM Monday through Friday, and all connections to existing piping to be made via cut-in connections with thrust collars provided at connection points. The project has no Davis-Bacon wage requirements, minority business goals or requirements, or Build by America provisions. Thrust restraint specifications clarify that concrete deadmen are not acceptable; thrust collars must be used at all connections to existing piping. All connections to existing water mains will be made using cut-in connection methods, and existing abandoned piping will remain in place rather than be removed. The contract requires a pressure test of the water line, density testing, and disinfection with bacteriological sampling prior to completion.
