About this opportunity

Red Clay Consolidated School District in Delaware has issued a Request for Proposal (RFP) for behavioral interventionist services to support K-12 students across 27 schools and programs serving pre-kindergarten through post-secondary levels. The district seeks qualified behavioral interventionists to be placed in every school building to provide direct behavioral support, implement evidence-based interventions, develop and support behavior support plans, and collaborate with school staff on multi-tiered systems of support (MTSS) initiatives. Qualified candidates must possess a bachelor's degree, preferably in behavioral or social sciences, along with excellent behavior management skills, and must obtain criminal background checks, child protective registry clearance, and tuberculosis testing at the vendor's expense. The RFP evaluation will be based on bidder experience and expertise (35 points), capacity to meet requirements (40 points), proposed methodology (10 points), and hourly cost per employee (15 points), with finalist interviews to be conducted. Electronic proposals must be submitted to bids@dataservice.org by April 14, 2026 at 2:00 PM, which is also the RFP opening date and time. The contract period runs from August 1, 2026 through July 31, 2027, with options for extension by mutual agreement. No site visit or mandatory bidder's conference has been specified.

The RFP does not indicate specific set-aside designations or restrictions limiting responses to particular types of organizations or disadvantaged enterprises. Vendors must provide a Certificate of Insurance demonstrating minimum general liability and professional liability coverage of $1,000,000, along with financial statements demonstrating organizational stability and at least three professional references. Bidders must also submit sample resumes of proposed interventionists. No incumbent vendors or current contractors are referenced in the procurement documentation. Bid deposits and performance bonds have been waived, and the district reserves the right to terminate the contract at any time with thirty days' written notice and no early termination charges. The district maintains a fixed budget and reserves the right to reduce service days in consultation with the selected vendor, though no specific budget amount or award value range has been disclosed in the available RFP materials.
