About this file

This is an Addendum No. 1 to a Request for Proposal issued by Red Clay Consolidated School District in Delaware for behavioral interventionist services, with an RFP number of 2-26-60. The addendum, dated March 26, 2026, addresses clarifications regarding service delivery requirements, budget transparency, and candidate qualifications. The district seeks behavioral interventionists to support K-12 students across 27 schools and programs serving pre-kindergarten through post-secondary levels, with the contract period running from August 1, 2026 through July 31, 2027, and options for extension by mutual agreement. Electronic proposals must be submitted by April 14, 2026 at 2:00 PM, which serves as both the opening date and deadline for submissions. The addendum clarifies that coverage for daily absences is not necessarily required but would be beneficial if available, while extended leaves do require coverage. No site visit or mandatory bidder's conference has been specified.

The district did not publish a fixed budget amount for this RFP, instead seeking market-rate proposals to determine appropriate pricing. Qualified candidates must possess a bachelor's degree, preferably in behavioral or social sciences, with minimum credentials at the paraprofessional level; certified social workers and Board Certified Behavior Analysts (BCBAs) are not necessary, though candidates with RBT certification or specialized training in behavior support are preferred. Vendors must provide a Certificate of Insurance with minimum general liability and professional liability coverage of $1,000,000, along with financial statements demonstrating organizational stability, at least three professional references, and sample resumes of proposed interventionists. The RFP evaluation will be based on bidder experience and expertise (35 points), capacity to meet requirements (40 points), proposed methodology (10 points), and hourly cost per employee (15 points), with finalist interviews to be conducted. Bid deposits and performance bonds have been waived, and the district reserves the right to terminate the contract at any time with thirty days' written notice and no early termination charges.

CENTRAL BIDDING DEPARTMENT

ADDENDUM No. 1

Behavioral Interventionist- Red Clay Consolidated School District

RFP # 2-26-60

RED CLAY CONSOLIDATED SCHOOL DISTRICT

Date of Addendum: March 26, 2026

OPENING DATE: April 14, 2026, at 2:00 PM

To all prospective bidders under the specifications and contract documents described above, this Addendum to RFP is being issued to modify the specifications as follows:

1. Coverage for Absences - Is coverage required for every absence or for an extended LOA?

-For a daily absence we are not necessarily looking for coverage, but if available would be great. If there is going to be an extended leave, yes, we would need coverage.

2. Fixed Budget - Are you able to share your district budget for this RFP?

-We did not publish a budget because we were looking for what the market rate would dictate.

3. Job Description - The job description reads like it could be filled by multiple different disciplines; IE Social Worker, BCBA, etc. Do you have a preferred level of experience or discipline you are looking for to fill the role?

-It could be filled by different disciplines. A certified social worker, BCBA is not necessary. A person with an RBT certification or specialized training to support behaviors would be considered. A candidate should be able to meet the credentialing minimum of a paraprofessional.
