About this file

This is Addendum No. 2 to a Request for Proposal issued by Red Clay Consolidated School District in Delaware for behavioral interventionist services, with an RFP number 2-26-60. The district seeks to place approximately 30 full-time behavioral interventionists across its school buildings to provide direct behavioral support and implement evidence-based interventions for K-12 students. Electronic proposals must be submitted by April 14, 2026, at 2:00 PM, which serves as both the opening date and deadline. The contract period runs from August 1, 2026, through July 31, 2027, with options for renewal by mutual agreement. No mandatory bidder's conference or site visit has been specified. The district did not establish a fixed budget and is instead seeking market-rate pricing to determine appropriate compensation levels.

Pricing will be structured on an hourly basis, with the current incumbent vendor charging $36.05 per hour, and vendors must provide both their billing rate and the starting employee wage rate in their proposals. The district anticipates 7.5 billable hours per school day, all-inclusive of meetings, lunch, and orientation, with no overtime compensation. The evaluation criteria weight bidder experience and expertise at 35 percent, capacity to meet requirements at 40 percent, proposed methodology at 10 percent, and hourly cost per employee at 15 percent. No diversity supplier minimum participation percentage is required, though vendors may bill separately for clinical supervision if necessary. The district currently contracts with one incumbent agency and may award multiple vendors based on proposals received. Vendors must provide financial statements demonstrating organizational stability, a Certificate of Insurance with minimum coverage of $1,000,000, and three professional references, with sample resumes of proposed interventionists submitted at the time of proposal.
