About this file
This is Addendum No. 4 to a Request for Proposal issued by Red Clay Consolidated School District in Delaware for behavioral interventionist services under RFP #2-26-60. The addendum addresses clarifications and modifications to the original RFP specifications regarding the placement of behavioral interventionists across 27 school sites serving pre-kindergarten through post-secondary students. Key service parameters clarified include elementary lunch and recess duty commitments of approximately 45 minutes daily, with secondary schools at 30 minutes; confirmation that cool-down spaces are already established in all schools; district protocols for physical crisis response whereby vendor staff notify district personnel to activate the crisis team rather than responding directly; inclusion of behavioral interventionists in emergency communications awareness but not active response roles; and billing procedures for all work days at a standard 7 of 7.5 billable hours, including professional development and in-service days. The RFP opening date is April 14, 2026 at 2:00 PM, with the contract term running from August 1, 2026 through July 31, 2027, with options for extension by mutual agreement.
The addendum clarifies additional operational and contractual matters including definitions of extended leave as absences exceeding five business days with a 15-business-day replacement timeline; separate billing provisions for clinical supervision when required by credentialing standards such as BCBA supervision of RBT staff; rate extension negotiations tied to CPI-W adjustments with district documentation requirements for increases above the CPI rate; confirmation that principal-recommended candidates do not waive the principal's right of refusal; performance measurement through attendance records, administrator feedback, and teacher feedback aligned with outlined scope; and reference to the Delaware Department of Education website for paraprofessional credentialing minimum requirements. No incumbent vendors are referenced, and performance evaluation will be based on bidder experience and expertise, capacity to meet requirements, proposed methodology, and hourly cost per employee, with finalist interviews to be conducted.

CENTRAL BIDDING DEPARTMENT
ADDENDUM No. 4 Behavioral Interventionist- Red Clay Consolidated School District
RFP # 2-26-60
RED CLAY CONSOLIDATED SCHOOL DISTRICT
Date of Addendum: April 7, 2026
OPENING DATE: April 14, 2026, at 2:00 PM
To all prospective bidders under the specifications and contract documents described above, this Addendum to RFP is being issued to modify the specifications as follows:
1. The RFP mentions interventionists will assist with "lunch or recess duty." Can the district estimate the expected time commitment for these duties per day or week? This will help clarify the time available for direct student intervention.
Elementary lunch and recess is @ 45 minutes. Secondary @ 30 minuntes
2. Regarding the "cool-down" spaces mentioned in the scope of duties, are these spaces already established and equipped in all 26 schools? If not, what are the expectations for the interventionist in setting up or managing these areas?
Areas are established.
3. Since CPI/NCI training is not required, what are the district's specific procedures and expectations for a contractor's employee during a physical crisis or de-escalation event? What is the protocol for requesting assistance from district staff?
District staff will respond in a crisis. Vendor should notify a district staff member of a concern who can contact the crisis team.
4. The list of schools includes specialized sites like the "Early Years Program (BK)" and "Meadowood Program (K- Post High School)." Can the district provide more detail on the specific needs and student populations at these two programs, as they may require staff with different skill sets?
Information on district schools and programs are available on the website https://www.redclayschools.com/schools-programs
5. Will the contracted Behavior Interventionists be included in the district's emergency communication and response plans for each school site?
https://www.redclayschools.com/schools-programs
They will not have a role in responding but will be aware of communications and the district plan.
6. Regarding the 7 billable hours in a 7.5-hour day, can the district confirm if this policy also applies to district-required Professional Development or in-service days? Or can those days be billed for the full 7.5 hours?
All days the vendor works will be paid the same.
7. Addendum 2 states a vendor can "bill separately for Clinical supervision if required." Can the district clarify the process for this? Would this be a separate line item on an invoice, and is there a pre-approved rate or budget for supervision services?
If a vendor staff person needs a Supervisor (ie an RBT needing to be supervised by a BCBA and the district can not provide it can be billed as a separate line item.
8. The contract allows for extensions with rate increases tied to the CPI-W. Is the district open to negotiating a different rate increase structure upon extension, particularly if market rates for this role increase significantly more than the CPI?
This will be negotiated during the renewal process. For any increases above the CPI rate the district would require documentation for the additional increase.
9. The RFP states principals can recommend candidates. If a vendor hires a principal-recommended candidate, does this waive the principal's "right of refusal" for that specific individual?
No
10. To clarify the qualification requirements, can the district please specify the exact "credentialing minimum of a paraprofessional" (e.g., specific number of college credits, an associate's degree, or passing a specific assessment like the ParaPro)?
Information may be found at this link or on the Delaware Department of Education website.

11. Beyond the ability to fill positions, what are the key performance indicators (KPIs) the district will use to measure a vendor's performance and the success of the program throughout the contract term?
Attendance, administration feedback, teacher feedback in accordance with the outlined scope and responsibilities.
12. The RFP states the vendor must ensure coverage for an extended leave of absence. What is the district's definition of an "extended leave," and what is the expected timeline for the vendor to provide a replacement?
Extended leave is beyond five days with a goal to fill within 15 business days.
