About this file

This is Addendum No. 3 to a Request for Proposal issued by Red Clay Consolidated School District in Delaware for Behavioral Interventionist services under RFP #2-26-60. The addendum, dated April 2, 2026, modifies specifications for the procurement of behavioral interventionists to support students across the district's 27 schools and programs. The RFP opening date and deadline for electronic proposal submission is April 14, 2026 at 2:00 PM to bids@dataservice.org. The contract period runs from August 1, 2026 through July 31, 2027, with the anticipated award date following board approval. The district plans to assign one full-time, vendor-supplied behavioral interventionist per school or program beginning in the 2026-27 school year, with currently fewer than 75 percent of positions filled. No extended school year services are included in this solicitation.

Key clarifications provided in the addendum address operational parameters for successful contract performance. The district will not conduct formal evaluations with vendor staff but will report concerns directly to the vendor. Agency staff will receive access to student information necessary for service delivery but will not require access to the district's documentation platforms, as behavior plans will be shared as needed. Behavioral interventionists are not required to conduct nonviolent crisis intervention trainings for the district, though NCI training for vendor staff can be explored. Vendors must ensure staff possess Delaware Para certification to be considered, though Registered Behavior Technicians (RBTs) may be considered pending further discussion regarding district capacity for BCBA supervision. Services will not extend to students' homes. The 6 hours and 45 minutes daily workday is fully billable, including paid lunch periods, with breaks typically under 15 minutes. Vendors may submit exceptions to contract terms and conditions, and the district will review other service classifications if included in proposals.
