About this opportunity
The State of Delaware Department of Health and Social Services, Division of Substance Abuse and Mental Health (DSAMH) is requesting proposals for Behavioral Health Resource Development services under RFP HSS-26-079, with proposals due July 27, 2026 at 1:00 PM EDT. A mandatory pre-bid meeting is scheduled for June 22, 2026 at 1:00 PM EST via Microsoft Teams. The solicitation is structured as five independent components, and vendors may propose for one or multiple components; only one vendor will be selected for Components 1 and 2 to ensure consistency, while multiple vendors may be awarded for Components 3, 4, and 5.
Component 1 (Mental Health Court Peer Support, $390,000 annually) requires Certified Peer Recovery Specialists to deliver peer support, court navigation, recovery planning, crisis support, and warm handoffs to adults in Delaware's Mental Health Court. Component 2 (Peer Workforce Development and Certification Training, $1,425,389.14 annually, capped at $614,603.33 state funding and $780,785.81 federal SOR funding) requires design and delivery of Certified Peer Recovery Specialist and Certified Supervisor of Peer Specialists training across multiple modalities, including within correctional facilities. Component 3 (Prevention and Recovery Support Non-Direct System Development, $500,000 federally funded annually) encompasses prevention partnerships, community outreach, and stigma-reduction public education—vendors may address any or all three service functions. Component 4 (Crisis Intervention Team Training, $45,000 state-funded annually) requires development and delivery of 40-hour Basic and Advanced CIT curricula aligned with CIT International standards for law enforcement and first responders. Component 5 (Community Reinforcement Approach and Family Training, $150,000 annually: maximum $50,000 SOR Federal, $100,000 MHBG/SUPTRS/SPF-PFS combined) targets family members and natural supports of individuals with substance use challenges through structured, evidence-based CRAFT programming in group and individual formats.
All vendors must be for-profit or nonprofit entities operating for at least two years with active Delaware Business Licenses, obtain Unique Entity IDs through SAM, and maintain annual independent audits. Vendors must comply with HIPAA, 42 CFR Part 2, Title VI Civil Rights Act, Americans with Disabilities Act, trauma-informed care standards, and federal prohibitions on harm reduction activities facilitating illegal drug use, marijuana treatment, and cash incentive payments. Insurance requirements include $1 million Commercial General Liability and $1 million Medical/Professional Liability or equivalent. All proposals use weighted evaluation: Experience and Expertise (25 points), Capacity to Meet Requirements (20 points), Program Design and Implementation (35 points), and Sustainability and Pricing (20 points). Contract term is one year with four optional one-year renewals. All work must be performed within the United States, and no non-public State of Delaware data may be stored or transferred outside the country. Award notification is estimated for August 16, 2026, with project start September 30, 2026. Vendors must submit monthly program reports by the 10th of each month and maintain monthly usage and subcontracting diversity reports. Pricing must remain fixed through September 30, 2027.
