A pre-submittal conference with site tour will be held August 10, 2026 at 10:00 a.m. at H Building, President's Event Center, Room H127, 11937 US Highway 271, Tyler, Texas 75708; attendance is optional.
The scope includes all supervision, materials, equipment, and labor for new construction space renovations as specified in construction documents. Subcontracting opportunities are probable, with identified trades including selective demolition, sheetrock, sealants, insulation, finishes, general construction, electrical, mechanical, and plumbing. Respondents must submit a VetHUB Subcontracting Plan as a required element. The project is subject to prevailing wage requirements and workers' compensation insurance mandates. Performance and payment bonds of 100 percent of contract price are required. Respondents must comply with Texas statutes including franchise tax certification, child support delinquency verification, and Disclosure of Interested Parties requirements.
The contract will be awarded as lump-sum to the respondent offering best value, with approximately 30 percent of evaluation based on pricing and delivery and the remaining evaluation based on qualifications. A $250,000 contingency allowance is included in the base proposal cost. The contract is structured under the Owner's Standard General Contractor Agreement. Liquidated damages are set at $250 per calendar day for failure to achieve Substantial Completion by the contractual date.
The Owner anticipates executing the agreement by September 15, 2026, with Notice to Proceed issued by September 11, 2026. Substantial Completion is targeted for April 15, 2027, with Final Completion for April 30, 2027.
