About this opportunity

The Nevada State Purchasing Division, on behalf of the Governor's Office of Science, Innovation and Technology (OSIT), is requesting proposals for BEAD Grant Management Services to manage Nevada's $169.7 million Broadband Equity, Access and Deployment program, with proposals due August 11, 2026 at 1:00 p.m. Pacific Time and a contract term of October 15, 2026 through October 31, 2030 with one optional one-year renewal.

The scope encompasses developing and operating a comprehensive grants management system with real-time dashboard, onboarding and ongoing technical assistance for 18 BEAD subgrantees deploying to approximately 26,191 broadband serviceable locations, reimbursement processing with five-business-day review cycles, construction monitoring via approximately 40 annual field inspections, Build America Buy America and Davis-Bacon compliance oversight, federal and state reporting (including Semi-Annual Reports, SF-425 Federal Financial Reports, and SEFA documentation), and weekly briefings to OSIT leadership. The system must deploy core portal functionality within 60 days, initial dashboard modules within 90 days, and complete integration including environmental and permitting data within 150 days. All pricing must be submitted as firm fixed monthly amounts for time-and-effort service lines; travel costs are reimbursed separately at Nevada state rates subject to an annual not-to-exceed cap and are excluded from cost scoring. The contract operates under a 2 percent administrative cost cap of total BEAD grant funding allocated to OSIT.

Minimum qualifications require four completed engagements totaling at least $50 million in aggregate managing state or federal pass-through grants, prior BEAD or comparable broadband program experience strongly preferred, three verifiable state government references, U.S.-based operations, no conflicts of interest with Nevada BEAD subgrantees or broadband vendors, and current Nevada business licenses and SAM.gov registrations. Key personnel must include a Project Director (10+ years federal grant administration), Grants Management Lead (7+ years 2 CFR Part 200), Subgrantee Support Lead (5+ years technical assistance), Construction Monitoring Lead (5+ years infrastructure oversight), and Data Systems and Dashboard Lead (demonstrated system design expertise).

Evaluation criteria weighting: subgrantee support approach (20%), firm qualifications and experience (20%), key personnel (15%), dashboard and reporting (10%), past performance (5%), grants management system (15%), and total cost of ownership over five years (15%). Questions are due July 22, 2026; references are due August 10, 2026; notice of intent is expected September 9, 2026; and notice of award is anticipated October 2, 2026. The State reserves the right to award one or more contracts. Board of Examiners approval is required before contract effectiveness. Commercial general liability insurance ($2 million general aggregate, $1 million per occurrence), professional liability ($1 million per claim, $2 million aggregate), and other standard coverage are required.
