Project overview
The Nevada State Purchasing Division, on behalf of the Governor’s Office of Science, Innovation & Technology (OSIT) is seeking proposals from qualified vendors to provide Program Management & Grant Management services for the BEAD Program as described below and in the scope of work and attachments.
OSIT is soliciting proposals from qualified environmental consultants or consulting firms to serve as Nevada’s BEAD Program Management and Grant Management Partner. This RFP seeks a team of professionals that can ensure high touch compliance-support services in connection with the Broadband Equity, Access and Deployment (BEAD) funds, administered by the National Telecommunications and Information Administration (NTIA) for all NTIA requirements relevant for BEAD-funded projects in Nevada
The State intends to award one (1) or more contracts in conjunction with this request for proposals (RFP), as determined in the best interests of the State. OSIT shall administer the contract(s) resulting from this solicitation. The resulting contract(s) are expected to be for a contract term of four (4) years, subject to Board of Examiners approval. The contract is anticipated to begin October 15, 2026 and expire on October 31, 2030. There will be a one (1) year renewal option if agreeable to all parties, and consistent with federal funding.
Contracting agency background
The State of Nevada was awarded $169,749,806 in BEAD Program Funds at the conclusion of the BEAD benefit of the bargain round. This funding will be used to deploy last-mile broadband infrastructure. OSIT has awarded subgrants to 18 eligible entities (subgrantees) operating across 17 counties and service areas. Subgrantees will use grant funds to deploy fiber-to-the-premises (FTTP), fixed wireless, hybrid fiber-cox infrastructure and low earth orbiting satellite broadband service in rural, remote, and tribal areas, many of which involve federal and tribal lands, state rights-of-way, and environmentally and historically sensitive areas.
Nevada’s BEAD program is one of the most consequential infrastructure investments in the State’s history. Given that Nevada has only 18 subgrantees, the quality and depth of engagement with each subgrantee and the quality of information flowing to the OSIT Director is far more important than technical complexity.
The complexity, volume, and concurrency of permitting and compliance work associated with BEAD subgrantees across the State exceeds OSIT’s internal capacity. OSIT expects a high-touch, high-quality consulting relationship that makes every subgrantee successful and keeps the OSIT Director fully and continuously informed. OSIT, therefore seeks a qualified consulting partner to serve as the primary technical resource and compliance support partner for BEAD subgrantees throughout the permitting and environmental review lifecycle.
Goals and objectives
Goal 1: Delivery High-Touch, End-to-End Subgrantee Support: The Contractor shall serve as a knowledgeable and accessible partner to each of Nevada’s 18 BEAD subgrantees, providing proactive guidance and direct assistance throughout the full lifecycle of the grant, from initial onboarding through final closeout.
Objectives Guide subgrantees through every phase of the grants management process, ensuring timely completion of required milestones and obligations.
Develop and delivery training, webinars, and resource materials that translate complex federal requirements, including NTIA BEAD program rules and 2 CFR Part 200 Uniform Guidance, into clear, actionable guidance tailored to subgrantees of varying organizational capacity, from large ISPs to small rural cooperatives. This includes finalization to the State’s NV BEAD program guide which will be inclusive of grant management requirements, obligations, procedures, Build America Buy America/Davis Bacon Wage Scale and other Federal requirements, obligations, preconstruction (permitting, environmental review, route planning) activities, construction activities, timeliness. It is a comprehensive overview of subgrantee requirements supported by live and archived webinars.
Provide real-time, direct technical assistance that is responsive, substantive, and solutions-oriented, ensuring subgrantees have a reliable point of contact for compliance and programmatic questions.
Conduct field inspections of subgrantee construction activities to verify that work quality meets OSIT and NTIA BEAD standards and to identify and resolve issues before they escalate.
Goal 2: Provide Real-Time Program Visibility and Reporting to OSIT Leadership: The Contractor shall ensure that the OSIT Director has a comprehensive, up-to-date view of all aspects of the BEAD program at all times, supporting informed decision-making, stakeholder accountability, and accurate federal reporting.
Objectives Develop and maintain a live executive dashboard – accessible from any device at any time – that displays the complete state of the program, including reimbursement status, construction progress, compliance standing, and emerging risks across all subgrantees.
Conduct regular structured briefings with the OSIT Director that provide the analysis and situational awareness needed to respond to the inquiries from the Governor’s Office, the Legislature, and NTIA, and to proactively address program risks.
Support OSIT’s federal reporting obligations by ensuring all submissions to NTIA are accurate, timely, and supported by complete underlying documentation.
Scope of work
Subgrantee Onboarding: The Contractor shall develop and deliver a structured onboarding program for all 18 BEAD subgrantees. Onboarding shall include:
An orientation session for each subgrantee explaining the BEAD grants management process, key compliance requirements, reporting obligations, and the Contractor’s role as their primary support resource.
Delivery a plain-language Subgrantee Handbook covering all key program requirements, timelines, documentation expectations, and OSIT contact information.
Registration of each subgrantee in the program management and reimbursement tracking system.
Collection of required organizational documentation, executed subgrant agreements, project budgets, and required federal registrations (SAM.gov, UEI, DUNS).
Verification that each subgrantee has designated appropriate contacts for grants management, financial, and construction coordination functions.
A series of webinars providing the onboarding and grants management process and the support that will be offered by the vendor to BEAD subgrantees. These should be archived and accessible to the subgrantees.
Ongoing Training and Technical Assistance:
Given the diversity of Nevada 18 subgrantees, from large established Internet Service Providers (ISPs) with experienced grants management staff to small rural telephone cooperatives and the broadband subsidiary of an electric cooperative with limited administrative capacity. The Contractor must deliver a high level of ongoing training and direct support throughout the program lifecycle. This is a core and primary obligation of this contract engagement. Required support activities include:
Webinars: Deliver regular group webinars (minimum monthly) covering key grants management topics including reimbursement procedures, eligible costs, documentation requirements, reporting obligations, and compliance updates. Webinars shall be recorded and made available to subgrantees on demand.
Training Sessions: Conduct structured training sessions at key program milestones (onboarding, first reimbursement submission, mid-program refresh, closeout). Training shall be tailored to the experience level of each subgrantee audience and may be delivered virtually or in person.
Direct Real-Time Support: Maintain a dedicated support channel (phone, email, and/or portal) where subgrantees can reach a knowledgeable program staff member during business hours for direct, real-time answers to questions. Response to subgrantee inquiries shall occur within one (1) business day; urgent questions shall receive same-day response.
Office Hours: Hold regular open office hours (minimum bi-weekly) where subgrantees can bring questions, review draft submissions, or discuss issues with Contractor staff before formal submission.
Individual Subgrantee Check-ins: Conduct a minimum two (2) per month one-on-one check-ins (at least 15 minutes in length) with each subgrantee to review progress, identify emerging issues, and provide proactive guidance.
Reimbursement management, and compliance with state and federal fund management rules, is the financial backbone of the BEAD program. Under this contract engagement the Contractor shall provide comprehensive support to both OSIT and subgrantees across the entire reimbursement lifecycle.
Subgrantee Reimbursement Preparation Assistance: The Contractor shall actively assist subgrantees in preparing complete, accurate, and well-supported reimbursement requests. This is a hands-on, proactive function – not merely a review of completed submission. Assistance shall include:
Instruction on Eligible Costs: Provice clear guidance to each subgrantee on what costs are eligible for BEAD reimbursement under 2 CFR Part 200 and NTIA program rules, including construction and infrastructure, equipment, planning and design, project management, environmental review, legal, and contingency (subject to applicable caps). Guidance shall include concrete examples of eligible and ineligible costs and shall be updated when NTIA issues new guidance.
Invoice Preparation Guidance: Walk subgrantees through the proper preparation of reimbursement invoices, including required line-item detail, proper cost category coding, matching of invoices to approved budget line items, and identification of any amounts that require cost allocation.
Supporting Documentation Assistance: Assist subgrantees in identifying, organizing, and uploading the supporting documentation required for each reimbursement request — including vendor invoices, receipts, contracts, proof of payment, certified payroll records (where required by Davis-Bacon), and BABA compliance certifications for infrastructure purchases.
Pre-Submission Review: Conduct a pre-submission review of each subgrantee's reimbursement package before formal submission to OSIT, identifying and helping correct deficiencies before they cause delays in approval.
Resubmission Support: When OSIT returns a reimbursement request with questions or required corrections, assist the subgrantee in promptly preparing a complete and responsive resubmission.
This support shall be implemented in concert with OSIT staff and other OSIT contractors who have roles, defined by the OSIT director that are complementary to selected vendor’s duties. This includes the OSIT Operations Director, the OSIT Financial Analyst, the OSIT Deputy Director and the OSIT Director.
Reimbursement Tracking and Workflow Management: The Contractor shall maintain and operate a reimbursement tracking system that provides end-to-end visibility into every reimbursement request from submission through final payment. The system shall:
Accept structured reimbursement request submissions from subgrantees with required documentation attached.
Route submissions through a defined multi-stage review workflow: Contractor initial review → OSIT Operations Director review → OSIT Financial Analyst review → OSIT Director approval → payment authorization.
Automatically flag submissions that have budget overruns, missing documentation, or cost category concerns for reviewer attention.
Track the status of each reimbursement request at every stage, with automated notifications to OSIT reviewers and subgrantees when action is required.
Generate a real-time reimbursement dashboard (described in Section 2.5) showing all active and completed requests.
Maintain cumulative expenditure records showing awarded amount, total drawn to date, and remaining available balance by subgrantee and cost category.
Produce reimbursement summary reports for OSIT monthly reporting and NTIA quarterly reporting.
Build America, Buy America (BABA) Compliance: BABA compliance is required for all infrastructure expenditures under BEAD. The Contractor shall:
Provide clear, plain-language guidance to subgrantees on which equipment and materials are subject to BABA requirements and what documentation is needed to demonstrate compliance.
Collect and verify BABA domestic content certifications with each infrastructure-related reimbursement request.
Track and report BABA compliance status by subgrantee.
Assist subgrantees in preparing BABA waiver requests to NTIA in cases where domestic products are not available or not reasonably available.
David-Bacon and Related Acts (DBRA) Compliance: Davis-Bacon prevailing wage requirements apply to certain construction labor categories under BEAD. The Contractor shall:
Advise subgrantees on which construction job categories are subject to Davis-Bacon requirements under BEAD.
Provide guidance on certified payroll (WH-347) record preparation and submission requirements.
Collect and verify certified payroll documentation with applicable reimbursement requests.
Track DBRA compliance and produce summary reports for federal submission requirements.
Construction Progress Tracking The Contractor shall, in coordination with the OSIT Director of Operations, design and maintain a construction progress tracking system that gives OSIT real-time visibility into the status of every BEAD project at the project, segment, and location level. The system shall track the following milestone stages for each subgrantee project:
Design Complete Environmental Review and Permits Obtained (must integrate with environmental/permitting dashboard).
Construction Start Network Segment Complete (by geographic segment) Testing Complete Service Available at Location Subscriber Connected Charting reimbursement requests against fixed amount subaward.
The Contractor shall assist each subgrantee in reporting milestone progress, uploading required evidence (photographs, completion certifications, test results, permits), and maintaining accurate location-level status records consistent with FCC Broadband Data Collection reporting requirements.
Charting Implementation Progress Through the Full Project Lifecycle: The Contractor shall develop and maintain a visual, easy-to-understand representation of each subgrantee's implementation progress charted across the full project lifecycle — from environmental assessment and permitting through construction phases to service activation. This progress charting shall:
Show each subgrantee's overall project timeline against approved milestones, with clear visual indicators of on-track, at-risk, and behind-schedule segments.
Break down progress by project phase: environmental assessment, permitting, construction, testing, and service activation.
Show the proportion of funded locations at each status stage (planned, environmental/permit pending, under construction, network-ready, service available, connected).
Flag deviations from approved timelines exceeding configurable thresholds, with automatic notification to OSIT.
Feed directly into the OSIT Director executive dashboard (Section 2.5) and NTIA progress reports.
Coordinate with OSIT GIS and Data Analyst to integrate data from the tracking system into OSIT’s existing mapping efforts.
Field Checks and Construction Quality Oversight: The Contractor shall conduct independent (supplementing OSIT Operations Staff) field inspections of subgrantee construction work to verify that construction quality meets OSIT and NTIA-defined BEAD standards. Field oversight responsibilities include:
Developing a field inspection schedule in coordination with OSIT, with inspection frequency calibrated to the size and risk profile of each subgrantee project.
Conducting site visits at key construction milestones (construction start, segment completion, service activation) for each subgrantee.
Inspecting deployed infrastructure against OSIT and NTIA BEAD technical standards, including but not limited to speed and latency standards, installation quality, and materials documentation.
Preparing written field inspection reports documenting findings, photographs, and any identified quality or compliance deficiencies.
Coordinating with OSIT and the subgrantee on corrective action plans for any identified deficiencies and tracking resolution.
Uploading all field inspection reports to the program management system and flagging any unresolved issues on the OSIT Director dashboard.
Unserviceable Location Management: In coordination with OSIT's Director of Operations, the Contractor shall assist subgrantees and OSIT in managing situations where funded locations are determined to be unserviceable upon field survey. This includes tracking affected locations, supporting the documentation and approval process for removing locations from subgrantee commitment lists, and updating program records accordingly.
General Compliance Assistance: The Contractor shall provide ongoing compliance guidance and monitoring support across all applicable BEAD program requirements, including:
Affordability requirement compliance — ensuring each subgrantee maintains a qualifying low-cost service offering.
Civil rights compliance — Title VI, ADA, and Section 504 certifications, and language access plan requirements.
Subcontractor and supplier documentation — licensing verification, insurance certificates, and bonding documentation.
SAM.gov active registration and debarment status monitoring for subgrantees and their key subcontractors.
Environmental and Historic Preservation Compliance Coordination While environmental permitting and historic preservation compliance is addressed in a separate RFP, the Contractor under this RFP shall serve as the program management liaison ensuring that environmental and permitting milestones are integrated into the overall construction timeline and reimbursement workflow. Specific responsibilities include:
Maintaining construction start holds in the reimbursement system until all required environmental clearances and permits have been confirmed and documented.
Integrating environmental and permitting milestone status into the overall construction progress tracking and the OSIT Director dashboard.

Flagging any environmental or permitting delays that are affecting or are likely to affect construction or reimbursement timelines.
OSIT requires an exceptionally high level of information flow to the OSIT Director, the OSIT Deputy Director and the OSIT Director of Operations. The Contractor must view keeping the Director comprehensively and continuously informed as a core deliverable of this contract engagement not an administrative add-on.
NTIA and OSIT Required Reporting: The Contractor shall prepare or directly support the preparation of all required NTIA and OSIT BEAD reports. For each reporting requirement, the Contractor shall take primary responsibility for compiling data from the program management system, drafting the report, and submitting it to OSIT for review and approval before filing. Required reports include:
NTIA Quarterly Progress Reports: Deployment progress, expenditure summaries, milestone status, and location connectivity data.
NTIA Annual Performance Reports: Coverage expansion, locations served, speed tier distribution, and program outcome metrics.

Integration with the Environmental/Permitting Dashboard OSIT may engage a separate vendor for environmental permitting, rights-of-way, and historic preservation compliance support, with that vendor maintaining its own permitting progress dashboard. The Contractor under this RFP shall ensure that the OSIT Director has a single, unified view of all BEAD program progress — construction, compliance, and permitting — without needing to navigate multiple separate dashboards.
If a separate environmental/permitting vendor is selected, the Contractor shall:
Work cooperatively with the environmental/permitting vendor to define and implement a data integration or display integration approach that incorporates permitting milestone data into the OSIT Director executive dashboard.
The integration may be accomplished through API data exchange, single sign-on portal framing, a shared data layer, or a comparable technical approach — the Contractor shall propose the integration approach in its technical proposal, with the goal of achieving a seamless experience for the OSIT Director.
Ensure that the OSIT Director can see permitting milestone status (NEPA status, federal ROW status, tribal ROW status, SHPO/THPO status) for each subgrantee project directly within the executive dashboard, in a format consistent with the construction and reimbursement data.
Coordinate with the environmental/permitting vendor on a regular basis to ensure data is current and that integration is maintained as systems evolve.
Weekly Briefings with the OSIT Director: The Contractor shall conduct a structured weekly briefing with the OSIT Director. These briefings are a priority engagement activity and shall not be treated as optional check-ins. Requirements include:
The briefing shall be conducted by the Contractor's Project Director and relevant subject matter leads, via video conference or in person at OSIT's direction.
The Contractor shall deliver a written weekly briefing document to the OSIT Director no later than 24 hours before each meeting. The briefing document shall be no longer than two pages (plus any supporting attachments) and shall be written for an executive audience — clear, concise, and action-oriented.
The weekly briefing shall address: overall program health; status of all active reimbursement requests; construction progress highlights and any emerging delays; open compliance issues; field inspection findings; items requiring Director decision or awareness; and a 30/60/90-day forward outlook on key milestones.
The Contractor shall maintain a standing agenda for the weekly briefing and update it between meetings to reflect emerging issues.
Regular OSIT Operations Staff Coordination In addition to the OSIT Director briefing, the Contractor shall conduct regular coordination meetings with OSIT's operations team, and financial staff. These meetings shall address day-to-day program management, subgrantee issues, and upcoming compliance and reporting deadlines. Frequency and format shall be established at contract kickoff in coordination with OSIT.
Grants Management System Requirements The Contractor shall provide and operate an electronic grants management system to support the program management and reimbursement tracking functions described in Section 2. Nevada has 18 BEAD subgrantees. This is not a large-scale enterprise technology implementation, the system should be practical, easy to use, and appropriate in scale and cost for the program.
Bidders may propose a purpose-built grants management platform, a configurable commercial platform adapted for BEAD, or a well-structured approach using established tools. The priority is that the system functions reliably, is genuinely easy for subgrantees to use, and provides the OSIT Director with the real-time executive dashboard described in Section 3.14.
Core System Functions: The grants management system shall support the following core functions at minimum:
Subgrantee Portal
Secure, role-based access for each subgrantee to submit reimbursement requests, upload supporting documentation, report construction milestones, view status of submitted requests, and access program resources and guidance materials.
Reimbursement Workflow
End-to-end reimbursement request submission, multi-stage review and approval routing, automated status tracking, notification system, and rejection/resubmission workflow as described in Section 3.4.
Construction Milestone Tracking
Milestone-based progress tracking for each subgrantee project, with location-level status, evidence upload, and schedule deviation alerting as described in Section 3.7.
Document Management
Centralized, organized storage of all program documents, subgrant agreements, amendments, invoices, certifications, field inspection reports, NTIA correspondence, and audit artifacts, with version control and search capability.
Compliance Tracking
Status tracking for BABA certifications, DBRA payroll records, civil rights certifications, environmental clearances, and construction start holds.
Reporting and Analytics
Generation of standard NTIA and OSIT reports from system data, configurable reporting views, and export capability in standard formats (Excel, PDF, CSV).
OSIT Director Dashboard
Real-time executive dashboard as described in Section 3.14, integrating reimbursement, construction, compliance, and field inspection data.
Audit Trail
Complete, immutable record of all system actions, submissions, approvals, document uploads, status changes, retained in accordance with 2 CFR Part 200 record retention requirements.
Basic Technical Requirements: The system shall meet the following practical technical requirements:
Cloud-based and accessible via standard web browser on desktop, tablet, and mobile devices without requiring software installation.
Hosted in a U.S.-based environment with appropriate security controls for federal grant data.
Multi-factor authentication (MFA) required for all users.
Role-based access controls with defined roles for: Subgrantee Staff, Subgrantee Administrator, OSIT Operations Staff, OSIT Financial Reviewer, OSIT Director, NTIA Federal Monitor (read-only), and State Auditor (read-only).
Minimum 99.9% uptime availability with scheduled maintenance occurring off-hours.
All data is property of the State of Nevada. Complete data export in standard, non-proprietary formats (CSV, Excel, PDF) within 30 days of contract expiration or termination.
Compliance with Nevada Information Security Policy (NRS 242.3468) and applicable Nevada EITS standards.
Electronic signature capability for subgrant agreements and amendments (DocuSign or equivalent).
System Scale and Usability The system must be calibrated in scale and cost to Nevada's actual BEAD program — 18 subgrantees, approximately 240–360 reimbursement requests per year. Overly complex or enterprise-scale systems designed for states with hundreds of subgrantees are not appropriate. The system should be easy for subgrantees with limited administrative capacity to use, well-documented, and supported by the Contractor's training and direct assistance program.
OSIT particularly values usability for smaller and less technically sophisticated subgrantees such as rural electric cooperatives, small municipalities, and tribal entities. Proposers should describe how their proposed system accommodates organizations with limited grants management experience.
Integration The system shall support integration with the following external systems and data sources:
SAM.gov / Beta.SAM.gov: Subgrantee UEI validation and debarment screening.
Nevada State Financial System (NEBS/Advantage): Payment authorization coordination and budget reconciliation.
E-Signature Platform (DocuSign or equivalent): Subgrant agreement and amendment execution.
Environmental/Permitting Dashboard: Integration with the permitting progress dashboard (if maintained by a separate vendor) to provide the OSIT Director with a unified program view (see Section 2.5.3).
NTIA Reporting Portal: Outbound export or direct submission of quarterly and annual federal reports.
FCC Broadband Data Collection: Location fabric data import for eligible location tracking and coverage validation.

Cost factor. The cost factor score is based on the following equation, unless the subject solicited requires alternative scoring. The highest proposed cost from any vendor and the lowest proposed cost from any vendor will be added together to generate a combined total. For each vendor, that proposed cost will be subtracted from the previously combined total. This number is then divided by the highest proposed cost. The resulting number is multiplied by the cost factor weight to generate a weighted cost score.
Best and final offers. Pursuant to NAC 333.165, the State reserves the right to permit revised responses or add criteria to obtain the best offers. Vendors are encouraged to submit their best offer at time of initial response.
