About this opportunity

The State of Utah Division of Purchasing, on behalf of the Utah Division of Wildlife Resources, is seeking a contractor to perform aerial seeding services in Washington County's Pine Valley area. The solicitation (BD26-51 Forsyth Forest Restoration Aerial Seeding) requires the aerial application of seeds across 2,653 total acres, comprising 1,903 acres of non-wilderness seed areas and 750 acres of wilderness seed areas. Specific seeding requirements include applying 22.51 lbs/acre in the non-wilderness area and 22.55 lbs/acre in the wilderness area, totaling approximately 59,795.15 pounds of seed. The contractor must use GPS-equipped aircraft capable of maintaining 100 percent coverage with an 80-foot maximum seeding swath width and provide electronic GIS files documenting treatment coverage. All seeding operations must be completed by January 15th, 2026, with work beginning as soon as practical after contract award, and the contractor will be responsible for picking up seeds from the GBRC Warehouse in Ephraim, Utah, and managing all necessary transportation and loading equipment. The procurement anticipates awarding a single contract to the lowest cost responsive and responsible vendor, with pricing to be guaranteed for the entire contract duration.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly identified in the procurement documents. The solicitation does not mention incumbent vendors or require integration with existing infrastructure or technology. While specific budget ranges were not disclosed, the contract will be awarded on a cost-per-acre basis, with the total project scope covering 2,653 acres of aerial seeding. Vendors must certify compliance with Utah Code requirements regarding economic boycotts, forced labor prohibitions, and restrictions on foreign entities. The procurement emphasizes that vendors cannot commence work, procure materials, or enter subcontracts until receiving a fully executed purchase order, and the State will bear no liability for work performed prior to formal contract execution. A pre-work conference will be held at the project site before work commencement, requiring the contractor, subcontractors, and coordination personnel to attend. Interested vendors are strongly encouraged to inspect the site independently to assess conditions that might affect contract performance, though such an inspection is not mandatory.
