About this file

This Scope of Work document outlines an aerial seeding contract between the Utah Division of Wildlife Resources (UDWR) and the United States Forest Service (USFS) for habitat restoration in Washington County, Utah. The project requires aerial seeding of approximately 2,653 acres located on USFS lands surrounding Pine Valley, consisting of 750 acres at 22.51 lbs/acre using a non-wilderness seed mix and 1,903 acres at 22.55 lbs/acre using a wilderness seed mix. The contractor must complete all seeding operations by January 15, 2026, beginning work as soon as practical after contract award. No mandatory site visit is required prior to bidding, though potential bidders are strongly encouraged to inspect the project site at their own discretion. A pre-work conference will be held at the project site prior to commencement of work, with the contractor, subcontractors, and coordination personnel required to attend. The contract term extends from the time of award until January 15, 2026, with vendor pricing guaranteed for the duration of the contract.

Pricing for this contract is submitted on a cost-per-acre basis, with UDWR maintaining final authority over payment determinations based on acreage measurement and completion inspections. Approximately 59,795.15 pounds of seed will be government-furnished in 1,250 to 1,300-pound fertilizer sacks, but the contractor is responsible for picking up seed from the GBRC Warehouse in Ephraim, Utah, transporting it to the contractor-selected airport or landing zone, and handling all equipment needed for offloading and loading seed into the aircraft. The contractor must provide aircraft equipped with GPS technology capable of maintaining 100 percent coverage with an 80-foot maximum seeding swath width, provide electronic GIS files in ARC/INFO format documenting treatment coverage, establish radio communication systems for coordination, and begin seeding operations by 8:00 a.m. to minimize wind drift. The government reserves the right to postpone seeding operations if wind speeds exceed 10 miles per hour.

ATT B – Scope of Work Forsyth Fire Aerial Seeding Project 2026

Project: Forsyth Fire Rehabilitation Project FY26.

General:

Utah Division of Wildlife Resources (UDWR) and the United States Forest Service (USFS) are acquiring services for aerial seeding as part of the above-mentioned project.

Description of Work:

Furnishing labor, equipment, supplies, and materials, except for specified Government-furnished property, to aerial seed a total of approximately 2,653 Acres for Habitat Restoration occurring in Southern Utah. Project is located in Washington County.

Location:

This project is located in Washington County; this project is located on USFS Lands surrounding the community of Pine Valley. Vicinity maps showing aerial seeding locations are attached. Only areas outlined on the project maps will be aerially seeded.

Acreage: 750 acres total @ 22.51 lbs/acre. (Non-wilderness Mix) 1903 acres total @ 22.55 lbs/acre. (Wilderness Mix)

Total Acres to be seeded: 2,653

Airports: The closest airports/landing zones are to be determined by the contractor.

Contractor will also be responsible for picking up seed from the DWR’s seed warehouse in Ephraim, UT and transport seed to the airport/landing zones of their own choosing.

Pricing: Bids are to be submitted on a cost-per-acre basis.

Seeding Rate:

Primary Seed Mixes will be applied at bulk rates specified above. Seed mixed will include a mixture of grasses, forbs and shrubs. Aircraft used must be capable of seeding at these specified rates. Contractor will be required to fly at a maximum 80’ seeding swath width. Overlapping of flight seeding pattern will reduce “stripping” in the overall seeding project.

GPS Technology:

The aircraft must be equipped with a global positioning system that is used to establish flight lines for 100% coverage. UDWR or USFS will provide the Contractor an electronic file containing coordinate positions of treatment areas in an ARC/INFO GIS format. The Contractor shall provide a Trimble, ARC/INFO or ARCVIEW electronic file in UTM projection North America Datum 1983 of treatment coverage upon completion of each treated area or as required by the Contracting Officer. A government representative shall monitor the Contractors GPS to assure Contractors compliance with contract specifications.

Seed Application:

The Contractor shall certify to UDWR and/or USFS they have the capability to meet the requirements of the request for quote prior to performing any aerial work.

Radio Communication:

The Contractor shall provide a communication system so that contractor personnel engaged in the project at different locations can communicate at all times with each other and so that Government Project Inspectors may communicate with the contractor at any time to discuss performance matters.

Total Weight:

Approximately 59,795.15 lbs. of seed will be provided. All seed will be supplied in 1,250 - 1,300 lb. fertilizer sacks. It will be the responsibility of the contractor to have equipment on site to off load and load the seed into the aircraft. Seed mixes will consist of a combination of grasses, forbs, shrubs.

Seeding Date: Seeding should start on or before as soon as practical after contract award.

Seeding must be completed on or before January 15, 2026. Seeding contractor will need to coordinate closely with UDWR/USFS to determine the best timing for the seeding.

Timing:

The contractor will be expected to begin seeding by 8:00 a.m. to avoid windy conditions and minimize seed drift. The government reserves the right to postpone the seeding operation if wind speed exceeds 10 miles per hour.

Seed Transport, Storage, and Handling:

It will be the responsibility of the contractor to pick up and deliver the required seed from the GBRC Warehouse in Ephraim, Utah to the designated airport the contractor is to fly from. The Contractor will need to make prior arrangements with the GBRC Seed Warehouse as to times and dates they are open so personnel can load the seed for transport. The government-furnished seed from the pickup point to the airport shall be the contractor’s responsibility for the protection from loss or damage during transport and delivery.

Pre-work Conference

1. Location: Meetings shall be held at the project site, or as determined by the Project Manager

2. Notification: A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of the meeting time, date and place. The purpose will be to review required work, project drawings and specifications of the contract.

3. Attendance: The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.
