About this opportunity
The City of Philadelphia is requesting quotes for Basic Timeclock equipment under a micro purchase solicitation due September 4, 2026. This procurement will be awarded as a whole or by line item, whichever serves the City's interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award.
Contract term is fixed at 365 days from the effective date with automatic termination. No deliveries or services shall commence until the City issues a Purchase Order and notifies the department to proceed. All quoted prices must be net, exclusive of taxes, and delivered FOB Destination Point. The City is exempt from federal excise, transportation, and Pennsylvania sales taxes.
Quotes must be submitted electronically through PHLContracts, with only the last quote submitted by the opening time considered for award. Vendors must complete a signed Consent and Authorization Agreement prior to bid closing, either attached to their vendor profile during initial registration or submitted with their first quote. All required tabs in the PHLContracts system must be completed, including General, Items, Questions, Terms & Conditions, Attachments, and Summary tabs.
All quoted prices remain valid for 60 days from submission. Payment is contingent upon delivery, City approval, and submission of invoices, with electronic deposit required into the vendor's designated bank account. Sellers must maintain Workers' Compensation insurance at statutory limits, General Liability insurance of $500,000 per occurrence, and Automobile Liability insurance of $300,000 per occurrence, naming the City as additional insured.
Submission of the voluntary LGBTQ Applicant Data Form is optional and supports the City's commitment to diversity, equity, and inclusion in procurement. Vendors may also identify NGLCC/IBA-certified subcontractors or hold certifications from ESMDC, PAUCP, Disability:IN, or WBENC. Sellers must comply with all nondiscrimination provisions, tax requirements, and ethics laws, and certify they are not indebted to the City for delinquent taxes or other debts.
