About this file
This document is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors responding to a Basic Timeclock micro purchase opportunity in Pennsylvania. Sellers must complete all required tabs in the online bidding system, including the General Tab (confirming seller role and Local Business Entity status), Items Tab (entering unit costs for each line item), Questions Tab (answering mandatory questions), Terms & Conditions Tab (accepting bid terms and downloading required attachments), Attachments Tab (submitting required documentation), and Summary Tab (reviewing and submitting the quote). The micro purchase will be awarded as a whole or by line item, whichever serves the city's best interest, to the lowest responsive and responsible bidder. Critically, sellers must quote all items to be eligible for award and shall not deliver services or products until notified by the department.
Key submission requirements include maintaining the Seller role (not Seller Admin role) within the PHLContracts system, downloading and accepting all terms and conditions, and submitting an executed Consent & Authorization form either in the vendor profile or as an attachment with the quote. Vendors may optionally submit the LGBTQ Applicant Opportunity Data Form. The LBE Program does not apply to small purchases, though vendors must answer the LBE certification question to proceed. All red validation messages must be resolved before quote submission, and vendors are directed to save and continue after completing each tab to avoid losing their work.
