About this opportunity

Collier County is seeking a vendor to provide comprehensive concession services at Barefoot Beach Park through an Invitation to Negotiate (ITN). The contract encompasses managing food and beverage services, beach equipment rentals (including umbrellas, paddleboards, cabanas, and beach chairs), and sales of beach-related merchandise at a facility featuring 8,200 feet of beach area with 402 parking spaces. The beach operates 365 days per year from 8:00 a.m. to sunset and attracts over 261,000 annual visitors. Evaluation of proposals will be conducted using a 100-point scoring system across five criteria: Experience and Qualification (30 points), Certified Woman/Minority Business Enterprise (5 points), Operational Plan and Cost (35 points), Licenses and Certification Requirements (20 points), and Local Vendor Preference (10 points). Key submission deadlines include a pre-proposal conference on July 21, 2025, at the Barefoot Beach Park Concession, with proposal submissions due by August 6, 2025, at 3:00 pm EST. Vendors must provide a comprehensive operational plan, demonstrate menu variety, outline customer service approaches, and propose an annual commission payment to the county.

The ITN includes provisions for local and disadvantaged business enterprises, with potential preference points for local vendors from Collier or Lee County. Vendors must be enrolled in the E-Verify program and meet extensive insurance requirements, including Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($300,000 per occurrence), and additional specialized coverages. The contract term is three years with two optional one-year renewals, and historically, the county has received approximately $26,000 in annual revenue from similar concession operations. Successful vendors must provide certificates of insurance, submit employee background checks, and comply with local and federal regulations. Performance and Payment Bonds are required for projects exceeding $200,000, and vendors must be prepared to name Collier County as an "Additional Insured" on insurance certificates. The county reserves the right to reject any or all proposals and terminate the ITN at any time, with proposals required to remain valid for 180 days from the submission date.
