About this opportunity

The City of Cocoa is soliciting bids for the Banana River Booster Station Chloramination Improvements project, located at 1950 East Merritt Island Causeway in Merritt Island, Florida. This procurement is an Invitation to Bid (ITB) for a comprehensive water infrastructure upgrade involving the installation of new chemical feed systems, including sodium hypochlorite and ammonium sulfate storage tanks, feed pump skids, piping, and associated instrumentation. The project scope includes installing access stairs and a bridge for existing ground storage tanks, constructing a main control panel with PLC, implementing an emergency backup power generator, and demolishing existing equipment such as the current sodium hypochlorite storage tank and chemical feed systems. A mandatory pre-bid conference and site visit is scheduled for Tuesday, August 12, 2025, at 2:00 PM EST, with bid responses due on Wednesday, September 3, 2025, at 3:00 PM EST. Bidders must demonstrate experience by providing evidence of three similar municipal water utility projects completed within the last five years and must submit various certifications including drug-free workplace and non-collusion documentation.

The procurement includes specific set-aside provisions and preferences, with a 5% local vendor preference for Brevard County contractors and encouragement for small businesses, including woman-owned, minority, veteran, and disadvantaged businesses to submit bids. Bidders are required to provide performance and payment bonds, insurance certificates, and comply with federal procurement requirements, suggesting potential federal funding involvement. While specific budget details are not explicitly stated, the comprehensive nature of the infrastructure upgrades indicates a significant capital investment. The project has a completion timeline of 151 calendar days from the notice to proceed, with substantial completion expected within that timeframe. Potential bidders must demonstrate financial capacity and comply with various technical specifications outlined in Exhibit A and Exhibit B, which provide detailed engineering, procurement, and construction requirements. The project will be funded through the City of Cocoa, with potential federal funding considerations implied by the inclusion of FEMA-related contract clauses.
