About this file
This file is a detailed technical specification document (Exhibit A) for the City of Cocoa's Banana River Booster Station Chloramination Improvements project located in Merritt Island, Florida. The project involves comprehensive upgrades to a municipal water utility infrastructure, including installing new chemical feed systems for sodium hypochlorite and ammonium sulfate, with chemical storage tanks, feed pump skids, piping, and associated instrumentation. Specific components include access stairs and a bridge for existing ground storage tanks, a new main control panel with programmable logic controller (PLC), an emergency backup power generator, and demolition of existing equipment like the current sodium hypochlorite storage tank and chemical feed systems. The specification document provides detailed technical requirements for materials, installation methods, testing procedures, and quality control standards across multiple engineering disciplines including structural, mechanical, electrical, and process systems.
The document indicates the project will be funded by the City of Cocoa, with potential federal or state involvement suggested by references to compliance with various regulatory standards. The technical specifications emphasize rigorous quality assurance, requiring certified materials, professional engineer-sealed designs, and compliance with standards from organizations like ASTM, AWWA, and NEMA. Specific attention is given to water utility infrastructure components, with detailed requirements for piping materials, coating systems, installation methods, and disinfection procedures. The project appears to be a significant infrastructure investment aimed at improving the municipal water system's chemical treatment and distribution capabilities, with a focus on ensuring water quality, system reliability, and long-term performance.

PROJECT COORDINATION
PART 1 GENERAL
1.01 DEFINITIONS
A. Substantial Completion: The time at which the Work (or specified part thereof) has progressed to the point where, in the opinion of Engineer, the Work (or a specified part thereof) is sufficiently complete, in accordance with the Contract Documents, so that the Work (or a specified part thereof) can be utilized for the purposes for which it is intended. The terms “substantially complete” and “substantially completed” as applied to all or part of the Work refer to Substantial Completion thereof.
1. When Contractor considers the entire Work ready for its intended use Contractor shall notify Owner and Engineer in writing that the entire Work is substantially complete (except for items specifically listed by Contractor as incomplete) and request that Engineer issue a certificate of Substantial Completion.
2. Promptly after Contractor’s notification, Owner, Contractor, and Engineer shall make an inspection of the Work to determine the status of completion. If Engineer does not consider the Work substantially complete, Engineer will notify Contractor in writing giving the reasons therefor.
3. If Engineer considers the Work substantially complete, Engineer will deliver to Owner a tentative certificate of Substantial Completion which shall fix the date of Substantial Completion. There shall be attached to the certificate a tentative list of items to be completed or corrected before final payment. Owner shall have 7 calendar days after receipt of the tentative certificate during which to make written objection to Engineer as to any provisions of the certificate or attached list. If, after considering such objections, Engineer concludes that the Work is not substantially complete, Engineer will, within 14 calendar days after submission of the tentative certificate to Owner, notify Contractor in writing, stating the reasons therefor. If, after consideration of Owner’s objections, Engineer considers the Work substantially complete, Engineer will, within said 14 calendar days, execute and deliver to Owner and Contractor a definitive certificate of Substantial Completion (with a revised tentative list of items to be completed or corrected) reflecting such changes from the tentative certificate as Engineer believes justified after consideration of any objections from Owner.

Unless Owner and Contractor agree otherwise in writing and so inform Engineer in writing prior to Engineer’s issuing the definitive certificate of Substantial Completion, Engineer’s aforesaid recommendation will be binding on Owner and Contractor until final payment.
5. Owner shall have the right to exclude Contractor from the Site after the date of Substantial Completion subject to allowing Contractor reasonable access to remove its property and complete or correct items on the tentative list.

Engineer’s review will not make any change in Contract requirements. Lack of comment on any aspect of schedule that is not in accordance with the Contract Documents will not thereby indicate acceptance of that change, unless Contractor has explicitly called the nonconformance to Engineer’s attention in submittal. Schedule remains Contractor’s responsibility and Contractor retains responsibility for performing all activities, for activity durations, and for activity sequences required to construct Project in accordance with the Contract Documents.

A. Reference General Conditions.
B. Evaluation and reconciliation of Adjustments of Contract Times shall be based on the Updated Progress Schedule at the time of proposed adjustment or claimed delay.
C. Schedule Contingency:
1. Contingency, when used in the context of the Progress Schedule, is time between Contractor’s proposed Completion Time and Contract Completion Time.
2. Contingency included in Progress Schedule is a Project resource available to both Contractor and Owner to meet Contract Milestones and Contract Times. Use of Schedule contingency shall be shared to the proportionate benefit of both parties.
3. Use of schedule contingency suppression techniques such as preferential sequencing and extended activity times is prohibited.
4. Pursuant to Contingency sharing provisions of this specification, no time extensions will be granted, nor will delay damages be paid until a delay occurs which (i) consumes all available contingency time, and
(ii) extends Work beyond the Contract Completion date.
D. Claims Based on Contract Times:
1. Where Engineer has not yet rendered formal decision on Contractor’s Claim for adjustment of Contract Times, and parties are unable to agree as to amount of adjustment to be reflected in Progress Schedule, reflect an interim adjustment in the Progress Schedule as acceptable to Engineer.
