About this opportunity
The State of Nevada, through the Department of Administration, State Purchasing Division, is seeking proposals for a ballot printing contract to provide services for the 2024 election cycle. The selected vendor(s) will be responsible for printing, addressing, and mailing ballots, envelopes, secrecy sleeves, and voter instructions for the presidential preference primary, primary, and general elections across up to 17 counties, potentially serving as many as 1.9 million voters. Key requirements include the ability to meet specific envelope design standards, including barcodes and colored bars, as well as quality control, delivery, and customer service capabilities. Proposals will be evaluated based on a combination of technical (60%) and cost (40%) factors, and are due by August 31, 2023. The contract is expected to begin on November 15, 2023 and continue through December 31, 2025.
Nevada-based businesses will receive a 5% preference in the evaluation, and an inverse preference may be applied to out-of-state businesses. The contract will be a statewide, non-exclusive agreement, with the State reserving the right to increase or decrease quantities as needed. The total contract value is estimated to be $1.9 million. The incumbent vendor, Fort Orange Press, Inc., was awarded the contract through an emergency procurement process, but the State is now seeking competitive proposals for the upcoming election cycle.
