About this opportunity
The City of Meriden is requesting bids on the removal, decontamination, and disposal of an underground storage tank at Engine Company #2, 168 Chamberlain Highway, with bids due September 9, 2026 by 11:00 a.m. (ITB B027-12). Contractors must be certified by the State of Connecticut for tank removal work and have a minimum of two years of tank removal experience — the central eligibility filter. A local-vendor preference applies to City-based businesses. Connecticut prevailing wage applies.
The scope encompasses removal of a 4,000-gallon double-wall underground storage tank (one source references 3,000 gallons), associated piping and ancillary equipment, tank contents verification and sampling, exterior and interior tank cleaning, excavation, soil examination and testing, contaminated water disposal, backfilling, site restoration with seeding, and preparation of a Tank Closure Report. The contractor must develop, implement, maintain, and supervise a comprehensive tank removal plan. An engineering drawing identifies the existing tank location as assumed but unknown and the proposed new tank location as approximate and subject to engineer adjustment; exact piping locations and replacement requirements will be determined by the owner.
The City will award based on the lowest responsible bid. Bidders must submit a lump-sum bid with a 10% Bid Bond. The successful bidder must obtain a Performance Bond and a Labor and Material Payment Bond, each for 100% of the contract price. Liquidated damages are $500 per day for delays beyond substantial completion and final completion. Site visits are required. The question submission deadline is September 2, 2026 at 4:00 p.m. Bids may not be withdrawn within ninety days of opening. Electronic bids submit via the City eProcurement Portal. Payment is due not less than thirty days following completion. The contractor assumes responsibility for all necessary permits except City permit fees (waived); State Training and Education Fund fees are not waived.
