About this opportunity
The City of Meriden, located in New Haven County, Connecticut, is seeking a qualified contractor for emergency repairs to the Oregon Road Bridge (Bridge No. 04184) over the Quinnipiac River. The procurement, identified as Project B026-05, focuses on specialized paint removal and beam end repairs, with specific requirements for handling potentially hazardous lead-containing paint. Contractors must comply with OSHA and Connecticut Department of Energy and Environmental Protection (DEEP) regulations, implementing comprehensive containment, paint removal, debris collection, surface preparation, and field painting processes. Key deliverables include localized paint removal on steel beam ends, using power tools with HEPA vacuum attachments, and applying zinc-rich primer from approved manufacturers. Required qualifications include SSPC Painting Contractor Certification, having at least one Certified Coating Application Specialist (CAS), and demonstrated capability to manage hazardous material disposal. The bid is due on August 20, 2025, at 11:00 AM EST, to be submitted electronically through the City's eProcurement Portal, with the contract awarded to the most responsive and responsible bidder.
The procurement encourages participation from disadvantaged, minority, small, and women-owned businesses, with a preference for local subcontractors and suppliers. Successful bidders must provide performance and payment bonds for 100% of the contract price and maintain appropriate licenses and certifications. The project will adhere to prevailing wage rates and affirmative action requirements. Contractors must be prepared to work within specified lane closure parameters, maintaining 12-foot lanes in both directions during allowable construction hours. The total estimated project budget is $150,000, with a projected three-month duration, funded entirely through city accounts. Specific cost breakdown includes $104,000 for base construction, with additional allocations for maintenance, mobilization, incidentals, and contingencies. Waste disposal will require using licensed transporters and facilities, with the contractor bearing full liability for environmental compliance. Payment will be calculated on a per-square-foot basis for paint removal and field painting, encompassing all materials, labor, equipment, and associated work.
