About this opportunity
The City of Tucson is seeking sealed proposals from qualified automotive body repair firms to establish an annual requirements contract for automotive vehicle body repair and refinishing services for its fleet of approximately 1,800 vehicles. The solicitation (RFP No. 250084) covers vehicle classes 1-5, including sedans, vans, SUVs, pick-up trucks, and utility body trucks from manufacturers like Stahl, Koenig, and Knapheide. The City will utilize the Mitchell Estimating System and intends to make multiple non-positional awards, allowing selected contractors to provide quotes for specific body repair and refinishing work when required by Fleet Services. Evaluation criteria will focus on the method of approach, qualifications and experience, and pricing proposal, with specific jobs awarded based on the most advantageous quote considering price and delivery time. The pre-submittal conference is scheduled for August 13, 2025, with proposals due on September 4, 2025, at 2:00 P.M. local Arizona time. Contractors must meet specific technical requirements, including EPA compliance, maintaining a secured facility, providing detailed estimates, and guaranteeing repairs to pre-accident condition and manufacturer specifications.
The procurement does not appear to have specific set-aside designations, but federal terms and conditions suggest potential opportunities for disadvantaged business enterprises (DBEs). The contract will have a one-year term with the potential for up to four additional one-year extensions, with an estimated contract spend over $750,000 for the entire contract term. Notably, automotive exterior paint re-conditioning services are specifically excluded and will be handled under a separate contract. Contractors will be required to comply with various federal regulations, including those outlined in the Federal Transit Administration (FTA) Terms and Conditions, which cover areas such as civil rights, buy America provisions, and environmental protections. The City will require comprehensive documentation, including detailed pricing for labor rates across various automotive service categories, parts discount percentages, and adherence to specific operational standards. Invoicing, warranties, and facility inspections will be key components of the contract performance expectations.
