About this opportunity
The Town of New Fairfield, Connecticut is requesting proposals from qualified independent public accounting firms to conduct annual financial audits, with proposals due October 14, 2026 at 4:00 p.m. EDT and a vendor question-and-answer period open through September 2, 2026 at 4:30 p.m. EDT.
The scope requires examination and opinion on the Town's general-purpose financial statements for three consecutive fiscal years ending June 30, 2029, in accordance with generally accepted auditing standards, Government Auditing Standards, and the Single Audit Act. The audit encompasses a complex fund structure spanning 41 individual funds across the Town's $77.7 million fiscal 2026-2027 budget. The contract includes an option to renew for up to two additional one-year terms. Supervisory audit team members must be certified public accountants with a minimum of five years of municipal audit experience in Connecticut. The firm must hold Connecticut licensure, demonstrate independence and absence of conflicts of interest, maintain professional liability insurance of $1,000,000 per occurrence and aggregate, and submit its most recent external quality control review report.
Key audit timeline milestones: interim fieldwork commences by July 31st, detailed audit plans due by August 30th, fieldwork completion by November 30th, and annual audit reports with Single Audit reports submitted by February 15th each year. The Town anticipates firm selection by December 17, 2026, with contract execution within 60 days of appointment. Pricing must be all-inclusive maximum fees covering direct and indirect costs and out-of-pocket expenses; additional services outside standard scope are performed at hourly rates negotiated during contract formation.
Evaluation criteria include technical qualifications demonstrating expertise with comparable government engagements, quality of assigned personnel, audit approach and service delivery methodology, federal and state financial assistance experience, and pricing as the lowest reasonable bid in the Town's best interest. The Town is committed to equal opportunity employment and actively encourages proposals from enterprises owned by minorities and women. The Town will not reimburse proposal preparation costs.
