The contract value does not exceed $43,000, adjusted annually by the percentage increase in the Consumer Price Index (CPI-U) from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000. The contract term is 365 days from the effective date specified in PHLContracts, with no extensions permitted. Delivery is on an FOB Destination basis at quoted prices net of taxes. The City is tax-exempt and will not pay federal excise, transportation, or Pennsylvania sales and use taxes. All vendors must submit an executed Consent & Authorization Agreement prior to quote closing, either attached to their vendor profile at registration or included with their first quote. Quotes remain valid for 60 days from submission. The seller must carry general liability insurance with a minimum of $500,000 per occurrence, workers' compensation insurance at statutory limits, and automobile liability insurance at $300,000 per occurrence if applicable. The seller must not be indebted to the City for delinquent taxes and must comply with all applicable federal, state, and local laws, including Philadelphia's business tax requirements. Electronic payment processing will be required, with payment due following delivery and City approval upon invoice submission. The City reserves the right to reject any or all quotes and to accept quotes from multiple sellers. An optional LGBTQ Applicant Opportunity Data Form is available.
