About this opportunity
The City of Tampa Water Department is conducting a re-bid solicitation (BID NO. 26-P-00268) for Asset Inspection Tags, a goods procurement managed through the Government Purchasing Council of Hillsborough County, Florida. The procurement seeks 2,000 white inspection record tags for 2026 and 20,000 green inspection record tags for 2027, which will be used by the Water Department to indicate services performed on serviceable assets. Tags must meet specific technical requirements, including dimensions of 4 inches wide by 6 inches long, construction from waterproof, non-curling plastic material at 0.020 millimeters thickness, and a centered hole at the top for plastic ties. Each tag must include contact information reading "Contact us - Water Department EMERGENCY WATER REPAIR & SERVICE 24/7" with the phone number (813) 274-7400 printed on the bottom, with color-coding by year (white for 2026, green for 2027). Sealed bids must be submitted electronically through the OpenGov eProcurement Portal by 3:00 p.m. on Monday, May 4, 2026, with public bid opening to follow. Award will be made within 120 days to the lowest responsive, responsible bidder, and the resulting contract shall be effective for one year from the award date with options for two additional one-year renewal periods by mutual written agreement, plus unilateral extension rights for up to three additional thirty-day periods at the City's discretion. Deliverables must be delivered within ten calendar days of purchase order receipt, with all costs including shipping (F.O.B. Tampa, Florida), applicable taxes, and royalties included in the quoted price. The successful vendor must be registered to conduct business in the State of Florida and must comply with Florida's E-Verify requirements and the City's Ethics Code and non-discrimination provisions.
This solicitation is designated as a sheltered market opportunity exclusively for Small Local Business Enterprises (SLBEs), with qualified SLBE bidders receiving a bid discount of up to 5 percent, not to exceed $10,000 in total discount value. The EBO determination letter, effective March 18, 2026, establishes these participation requirements and preferences. If SLBE subcontractors are utilized, bidders must submit a Letter of Intent (DMI-40 Form) within ten workdays after the notice of intent to award is posted, and failure to provide the required letters within this timeframe may result in bid rejection as non-responsive. Additionally, contractors must comply with mandatory accessibility requirements for information, media, and communication technology products, including submission of an Accessibility Conformance Report demonstrating conformance to WCAG 2.2 Level AA standards and Section 508 federal accessibility requirements; the City reserves the right to require demonstrations and hands-on testing of proposed items prior to award decisions. The estimated contract amount is $35,000.00. Price escalation is permitted annually after the first year, not to exceed the previous year's Consumer Price Index for All Urban Consumers (CPI-U), with written notice required sixty days prior to implementation. Vendors must indemnify the City against patent infringement claims and may be subject to audit of financial records for up to six years following contract termination.
