About this opportunity
Education Service Center, Region 10 (Region 10 ESC) is seeking proposals on behalf of itself and the national Equalis Group membership for a comprehensive Asphalt & Concrete Paving, Materials, and Services contract. The procurement covers a wide range of paving services including new asphalt and concrete installation, resurfacing, base preparation, seal coating, specialty paving, pavement inspection, maintenance programs, emergency repairs, drainage system work, and complementary solutions like excavation and utility adjustments. Proposals are due on August 29, 2025, at 2:00 PM Central Standard Time, with an anticipated contract term from November 1, 2025, to October 31, 2027, and options to renew for three additional one-year periods. The evaluation criteria will assess proposals across four key areas: Products/Pricing (30 points), Performance Capability (25 points), Qualification and Experience (25 points), Work Plan Management (10 points), and Commitment to Service (10 points). Vendors must submit comprehensive documentation, including detailed pricing in a separate Excel attachment, multiple certification forms, and responses to extensive questionnaires covering geographic coverage, project management, customer support, safety records, and financial stability.
The solicitation is open to states, counties, special districts, local governments, K-12 schools, higher education institutions, government agencies, and non-profit organizations nationwide. Vendors are required to pay an administrative fee of 3% of total sales to Equalis Group, with potential for fee negotiation on large or competitive opportunities. While no specific set-aside designations are mentioned, the RFP emphasizes compliance with various state and federal requirements, including immigration laws, affirmative action regulations, and Buy American provisions. The anticipated annual contract volume is estimated to exceed $50 million by the third year, with pricing structured using a coefficient-based model primarily referencing the RS Means unit price book. The Region 10 ESC Board of Directors may award the contract to one or more vendors, with the right to reject all proposals if deemed necessary. The contract will be non-exclusive, allowing participating members to obtain similar goods and services from other sources, and will require vendors to maintain current product lines, honor warranty conditions, and provide monthly detailed sales reporting.
