About this opportunity
The City of Long Beach, California is requesting proposals for as-needed litter and encampment abatement services with proposals due May 6, 2025 at 11:00 AM PST under RFP PW-25-525. The City anticipates awarding the contract to up to three contractors that will share annual authority. No specific contract value is stated; the approximate annual budget is $500,000 with potential annual increases, structured as as-needed work based on daily cleanup assignments.
Contractors must hold a California Contractors State License Board license with a Hazardous Waste Endorsement and be registered with the Department of Industrial Relations. Services include culturally sensitive and trauma-informed encampment abatement for people experiencing homelessness (PEH), removal of biohazardous and illegally dumped materials, management and bagging of personal belongings with date and location tags, and litter abatement in the public right-of-way. Work hours are 7:00 AM to 5:00 PM, Monday through Friday, with response time expectations of 2 to 3 days for planned work and 1 to 2 hours for emergency response. All encampment contact with PEH is managed by Long Beach Police Department; contractors cannot undertake independent work. Staff must complete trauma-informed training provided by the City post-award. Contractors are responsible for all off-site debris disposal and must provide tonnage receipts from disposal facilities.
The contract term is two years with an option to renew for three additional one-year periods, not to exceed five years total. Pricing is based on an 8-hour workday on a weekly basis with itemized labor and equipment costs; all fees must be inclusive of labor, overhead, incidental supplies, travel, mileage, fuel, and taxes. Monthly reporting with before-and-after photographs showing entire work sites with time and date stamps is required, including detailed invoice and tonnage documentation.
Evaluation criteria are organizational capacity and experience (30%), method of approach (40%), communications and reporting (20%), and cost reasonableness (10%). Local preference credits of 5 percentage points apply to home-based residential businesses and 10 percentage points to non-residential, brick-and-mortar businesses operating in Long Beach. Prevailing wage requirements under California Labor Code Section 1720.3 (wage determination 2025-1) apply. Contractors must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 general aggregate, workers' compensation insurance, and commercial automobile liability insurance of $500,000 combined single limit if vehicles are used. Equal Benefits Ordinance compliance is required for contracts valued at $100,000 or more. CARB Off-Road Diesel Regulation and Advanced Clean Fleets Regulation compliance attestation is mandatory.
An optional pre-proposal meeting was held March 26, 2025. Written questions were due April 3, 2025, with responses posted April 17, 2025. Addendum 2 was posted April 17, 2025, providing clarifications and Q&A responses to 77 prospective proposer questions. Proposals are submitted electronically via LongBeachBuys.com. The City awarded the contract to five vendors on July 15, 2025: Care Closet LBC, Conservation Corps of Long Beach, Los Cerritos Wetland Stewards, OCEAN BLUE ENVIRONMENTAL, and US Ecology/NRC Environmental Services, Inc. There is no incumbent contractor.
