About this file
This is a contractor attestation form issued by the City of Long Beach's Department of Financial Management regarding compliance with California Air Resources Board (CARB) regulations. The form requires contractors to certify their understanding and compliance with two regulations that became enforceable on January 1, 2024: the Off-road Diesel Regulation and the Advanced Clean Fleets Regulation. The Advanced Clean Fleets Regulation applies to fleets with $50 million or more in annual revenue or 50 or more vehicles with a Gross Vehicle Weight Rating (GVWR) greater than 8,500 lbs. The City of Long Beach mandates that only contractors in compliance with these regulations may be hired for contract opportunities.
The attestation must be completed and signed by an authorized principal or agent of the contractor under penalty of perjury, certifying that the contractor understands and complies with the CARB regulations. The form requires submission of contractor company name, authorized representative information including name, job title, phone number, email address, signature, and date. Contractors with questions regarding the regulations are directed to contact CARB directly through the DOORS program at doors@arb.ca.gov or by phone at (877) 593-6677 or (877) 59DOORS. Additional fact sheets detailing requirements for both regulations are available through CARB's website.
