The City released the RFP on March 13, 2025, soliciting proposals from qualified consultants to provide professional litter and encampment abatement in the right-of-way on public property throughout Long Beach. Services include demonstrated competence and efficiency with large encampment abatement, ability to respond to work assignments at 48 hours' notice, proposed staffing levels, equipment types, and trash vehicle (flatbed and/or pickup truck) provisions. One proposal was pending mandatory requirements submission upon award. The evaluation process was conducted by a Selection Committee comprised of representatives from the Department of Public Works Public Services Bureau and Parks, Recreation and Marine. The City's Notice of Intent to Award, dated July 15, 2025, identifies five selected vendors, though the award does not become final until vendors receive signed purchase orders from the City, at which point work may commence.

The evaluation criteria weighted organizational capacity and experience at 30 percent, method of approach at 40 percent, communications and reporting at 20 percent, and reasonableness of cost at 10 percent. The method of approach assessment included evaluation of innovative technologies, risk management strategies including mitigation and de-escalation, and monthly reporting with metrics and weekly itemized costs and tonnage receipts. A local preference credit of 10 percent was applied to qualified vendors. The five selected vendors—Care Closet LBC (85% final score), Conservation Corps of Long Beach (95%), Los Cerritos Wetland Stewards (110%), OCEAN BLUE ENVIRONMENTAL (110%), and US Ecology/NRC Environmental Services, Inc. (93%)—were chosen unanimously by the selection committee. Two vendors tied for the highest scores at 110 percent after the local preference credit was applied.
