About this opportunity
The County of Santa Clara Procurement Department is soliciting competitive bids through Invitation to Bid (ITB-PRC-FY26-0532) for As-Needed HVAC Repair Services structured across four separate lots, each independently evaluated and awarded to the lowest responsive bidder. Lot 1 serves the Facilities and Fleet Department (FAF), Lot 2 serves the County of Santa Clara Health System (CSCHS), Lot 3 serves the Parks and Recreation Department (PRK), and Lot 4 serves the Roads and Airports Department (RDA). Bidders are not required to bid on all lots and may submit bids for one or more lots at their discretion; however, separate and complete bid submissions are required for each lot on which they choose to bid. The scope of work includes fully loaded hourly rates for multiple labor classifications across skill levels (journey-level and apprentice-level positions for plumbers, steamfitters, refrigeration fitters/HVAC technicians, and sheet metal workers) with pricing structured for straight-time weekday hours, daily overtime, Saturday overtime, and Sunday/holiday overtime across three contract years. Bidders must also provide pricing for emergency call surcharges (24-hour or less notice) on a per-visit basis and materials and fixtures markups not to exceed 15 percent for items becoming county property, with annual percentage increases specified for each contract year. Electronic bids must be submitted through Binddingo prior to 3:00 PM Pacific Time on February 25, 2026, and bidders must provide complete pricing for all line items within each lot to be deemed responsive; failure to complete all required fields or specify annual percentage increases renders a bid non-responsive. This is designated as a Public Work project requiring prevailing wages to be paid to all workers, and the County reserves the right to reject any or all bids and to consolidate multiple lot awards into a single contract or issue separate contracts as appropriate.
No information regarding set-aside designations for disadvantaged enterprises, minority-owned businesses, women-owned businesses, or other restricted bidder categories is detailed in the available solicitation documents. Similarly, no incumbent vendor or current contractor information is provided in the procurement materials. The solicitation documentation does not identify any existing infrastructure, technology systems, or integration requirements with which successful bidders must comply. No specific award values, budget ranges, or funding amounts are disclosed in the available bid documents, and contract term length and renewal option details are not specified in the materials provided. Prospective bidders should request complete bid documents and specifications from the County of Santa Clara Procurement Department through the official solicitation channels to obtain comprehensive scope details, pricing expectations, and any additional requirements or qualifications necessary to submit responsive bids.
