About this opportunity

Collin County is seeking proposals for Armored Car Services through RFP #2025-098, with the primary objective of securing safe, secure, and timely pickup and delivery of cash, bank deposits, and change orders from 15 different county locations across McKinney, Plano, and Frisco. The contract requires a contractor to transport cash, checks, and coin deposits to the county's designated banking institution (American National Bank in Allen) up to five times per week, utilizing armored vehicles and licensed, trained personnel. Proposed contract duration is three years with potential for two additional twelve-month renewals. Key qualifications include a minimum of five years of established armored car delivery service experience with government agencies, capability to handle deposit values up to $1 million per day, and comprehensive insurance coverage. The evaluation process will be points-based, with a maximum of 160 points awarded across contractor qualifications, service plan, project team, invoicing approach, and cost. Proposals are due on May 29, 2025, at 2:00 pm, with an estimated annual expenditure of $300,000. The RFP requires vendors to complete a Conflict of Interest Questionnaire and submit detailed documentation about their service capabilities.

There are no specific set-aside designations or restrictions on organizational types mentioned in the procurement documents. Vendors must complete standard government contracting documentation, including a W-9 form and Conflict of Interest Questionnaire. The contract allows for potential exceptions to standard requirements, with contractors able to list specific deviations in the provided exceptions document. While no incumbent vendor is explicitly named, the RFP suggests a comprehensive approach to transitioning armored car services across multiple county locations. Potential contractors will need to integrate with existing county infrastructure, including specific pickup times at various administrative offices, with most locations requiring pickups between 9:45 AM and 12:40 PM Monday through Friday. The estimated contract value is approximately $900,000 for the three-year base term, with potential extensions increasing the total possible contract value. Vendors must demonstrate technological capabilities for secure cash transportation and be prepared to meet the county's specific logistical and security requirements.
