About this opportunity
Santa Rosa County, Florida is soliciting sealed bids from properly licensed and insured marine contractors for the Archie Glover Channel Maintenance project (ITB 26-014), a hydraulic dredging and navigation channel restoration initiative. The primary objective is to restore the Santa Rosa Channel (connecting Mullatto Bayou and the Archie Glover Boat Ramp to Escambia Bay) to its previously permitted depth of -5.5 feet NAVD88 with a 30-foot bottom width by dredging approximately 5,100 cubic yards of sediment using hydraulic methods. The scope of work includes construction and restoration of an upland spoil cell for dredged material dewatering, removal and replacement of eight existing wooden piling-supported private aids to navigation, implementation of erosion control measures including turbidity barriers and silt fencing, monitoring and testing services, removal and off-site hauling of all dredged material, and preparation of as-built documentation. Contractors must maintain navigation during all construction activities, ensure dredged material is substantially dried before removal from the site, and comply with all federal, state, and local environmental permits and regulations, including U.S. Army Corps of Engineers Nationwide Permits 35, 16, and 1, and Florida Department of Environmental Protection exemption requirements. Sealed bids must be submitted through the Santa Rosa County Procurement Portal by 10:00 a.m. on Monday, February 23, 2026, with public opening via Microsoft Teams; questions concerning the project must be submitted by 12:00 p.m. on Wednesday, February 11, 2026. Substantial completion is required within 180 calendar days from the notice to proceed, with final completion required within 210 calendar days, and weather-related delays are eligible for time extensions if properly documented. A preconstruction conference will be held within ten days after contract execution but before work commences.
Santa Rosa County encourages participation from all segments of the business community, including small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises, with explicit non-discrimination policies based on race, color, religion, national origin, disability, sex, or age. Contractors must provide a bid guarantee equal to 5 percent of the total bid amount in the form of a certified check or bid bond, and if the contract exceeds $200,000, performance and payment bonds equal to 100 percent of the contract amount are required from sureties rated A or better with a minimum Class XII financial size category per A.M. Best ratings. Insurance requirements are extensive and include workers' compensation with employer's liability minimums of $100,000 per accident, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, business auto liability of $500,000, marine general liability of $1,000,000, protection and indemnity coverage of $1,000,000, and pollution liability of $1,000,000, with all carriers requiring A.M. Best ratings of B++V or better and Santa Rosa County named as additional insured on all policies except workers' compensation. The project engineer of record is Baskerville-Donovan, Inc., which will verify completion and authorize progress payments at 95 percent of completed work with 5 percent retainage held by the county; liquidated damages of $1,685.00 per calendar day are assessed for delays beyond the specified completion deadlines. While no specific contract award value is stated in the procurement documents, the scope of work encompassing dredging, spoil cell construction, marker replacement, and associated services indicates a significant project budget; contract pricing is to be established through unit price bidding based on contractor submissions, with the county reserving the right to waive bid irregularities, reject any or all bids, and award to the proposal determined to be in Santa Rosa County's best interest.
