About this file
This is a Project Description and Cover document prepared by Baskerville-Donovan, Inc. for Santa Rosa County, Florida, outlining a channel maintenance dredging project. The project involves hydraulic maintenance dredging of approximately 5,100 cubic yards of material along the Santa Rosa Channel navigation corridor, which connects Mullatto Bayou/Archie Glover Boat Ramp to Escambia Bay. The work includes construction of a spoil cell to receive dredge material, installation of turbidity and erosion control measures, removal and replacement of 8 existing wooden piling-supported Private Aids to Navigation at U.S. Coast Guard Light List coordinates, and return of the spoil cell site to preconstruction conditions. The dredging operations will restore the navigation channel to previously permitted specifications of -5.5 NAVD88 (-5.83 MLWL) with a 30-foot bottom width. Sealed bids from properly licensed and insured marine contractors are being solicited through the Santa Rosa County Procurement Portal, with a question submission deadline of 12:00 pm on Wednesday, February 11, 2026, and a proposal submission deadline of 10:00 am on Monday, February 23, 2026. Proposals will be publicly opened via TEAMS on the submission date.
The contractor shall be solely responsible for the means and methods of dewatering dredge material and maintaining the dredge material maintenance area (DMMA) within upland areas shown in the plans while meeting all permit and environmental requirements. Dredged material must be substantially dried prior to removal from the site and shall be hauled offsite rather than disposed or utilized within any water body. A floating turbidity barrier shall be deployed at the discharge hose end with monitoring to ensure turbidity readings comply with federal, state, and local requirements. The contractor must maintain silt fences and hay bales around the DMMA perimeter and cease dredging operations when water levels in the spoil cell rise 18 inches from the top of the berm. Santa Rosa County encourages participation from all segments of the business community, including small businesses, minority/women-owned businesses, and disadvantaged business enterprises, and reserves the right to waive bid irregularities and reject any or all bids for sound documented reasons.

Project Description
This project is a maintenance dredge project for Santa Rosa County. The navigation channel of interest is Santa Rosa Channel as identified on US Nautical Charts and the US
Light List (Volume IV). The channel connects Mullatto Bayou / Archie Glover Boat
Ramp to Escambia Bay. The proposed dredging operations will return the navigation channel to the previously permitted depth and width. The dredging elevation is -5.5
NAVD88 (-5.83 MLWL) and the channel bottom width of 30 feet. The work also includes the replacement of 8 existing wooden piling-supported Private Aids to
Navigation along the access channel based on U.S. Coast Guard Light List coordinates.
The existing Private Aids are currently dated, damaged, or missing.
The dredging operations are to be conducted using hydraulic processes. The basis of design depicted in the project plans utilizes a settling basin configuration. However, the means and methods of dewatering the dredge material and the dredge material maintenance area (DMMA) will be the sole responsibility of the contractor and shall utilize the general upland areas shown in the plans and shall meet permit and environmental requirements.
Material shall be substantially dried prior to removal from the site as to not leach from containers along the roadways or rights-of-way. A floating turbidity barrier shall be deployed at the end of the discharge hose and dewatering discharge shall be monitored to ensure NTU readings do not exceed those required by federal, state, and local requirements. The contractor is solely responsible for recharging or returning water from the spoil cell. The dredge material maintenance area will have silt fence with hay bales around the perimeter. Dredging operations shall stop when the water level in spoil cell rises 18” from the top of berm. The dredged material shall remain within the spoil cell until the material is adequately dewatered. The dredge material shall be hauled off site and not deposed or utilized within any water body. The dredge material is intended to be placed on public property and for public purposes.
Best management practices will be utilized during construction to minimize the potential for erosion and sedimentation. Silt fences will be installed at the limits of the dredge material maintenance area prior to the start of dredging operations. The erosion control facilities shall be maintained throughout the dredging period and until final dredging depths are achieved and approved by the engineer.
A. General: Project name is Santa Rosa County Channel Maintenance
B. Briefly and without force and effect upon the contract documents, the work of the
Contract can be summarized as follows:
1. Construct a spoil cell and to receive dredge material and install necessary turbidity/erosion control measures.
2. Perform hydraulic maintenance dredging of approximately 5,100 cubic yards of material along the navigation channel of Santa Rosa County
Channel.
3. Remove unsuitable materials from the site and legally dispose of.
4. Remove and/or Replace 8 existing channel markers along Santa Rosa
County Channel at coordinates listed in the USCG Light List.
C. The work includes but may not be limited to the following:
1. Place and maintain erosion control devices.
2. Place control and limits of construction markers.
3. Create spoil cell adjacent to dredge site as shown in the plan set.
4. Maintain a navigable passage for vessels.
5. Remove unsuitable materials from the site.
6. Provide labor and materials for replacement of channel markers.
7. Provide testing, means and methods necessary to prevent sediment from leaving the site or exceeding allowable tolerances.
8. Return spoil cell site and adjacent easements to preconstruction conditions.
