About this opportunity
The City of Long Beach Public Utilities Department is requesting proposals for an arc flash study of all offsite facilities under RFP UD-26-348, with proposals due September 10, 2026 at 11:00 a.m. Pacific Time. The selected consultant must hold a current Professional Electrical Engineering (P.E.) license registered in California and demonstrate five consecutive years of recent experience performing arc flash studies for utility, industrial, water, wastewater, or critical infrastructure facilities, with at least one reference from a public utility organization preferred.
The scope encompasses comprehensive arc flash hazard analysis across LBPUD offsite facilities, including sewer lift stations, groundwater wells, reservoirs, and miscellaneous facilities. Work includes electrical system safety evaluation, short-circuit analysis, protective device coordination review, equipment evaluation, and arc flash hazard analysis in accordance with IEEE 1584, NFPA 70E, OSHA standards, and NEC 110.16. Electrical system modeling must use approved software: SKM Power*Tools, ETAP, or equivalent. The selected consultant must begin work within 15 calendar days of receiving the Notice to Proceed and complete all services within a one-year contract term.
Proposals must be submitted electronically through the Long Beach Buys portal and include a detailed fee schedule with fully loaded billable rates and no markups on reimbursable items; subconsultant rates must be at actual cost. The selected consultant must obtain a Long Beach Business License and appropriate insurance coverage prior to contract execution. Evaluation allocates 40 points to approach (work plan, methodology, project understanding, schedule), 30 points to experience (references and staff expertise), and 30 points to price. LBPUD reserves the right to negotiate final contract terms with the selected consultant and award to the proposal deemed most advantageous rather than the lowest-priced option. The consultant bears all costs related to permits, licenses, insurance, and materials. Questions are due August 27, 2026, with answers posted by September 3, 2026. Award is contingent upon Board of Public Utilities Commissioners approval.
