About this file
RFP Summary: Arc Flash Study for Long Beach Public Utilities Department Offsite Facilities
This is a Request for Proposal (RFP) issued by the Long Beach Public Utilities Department (LBPUD), a government agency providing water, gas, and sewer services to approximately 500,000 residents and businesses in Long Beach, California. The RFP UD-26-348 solicits proposals from qualified consulting firms to conduct a comprehensive Arc Flash Study of all LBPUD offsite facilities, including sewer lift stations, groundwater wells, reservoirs, and miscellaneous facilities. The study will encompass electrical system safety evaluation, regulatory compliance documentation, electrical system modeling using approved software (SKM Power*Tools, ETAP, or equivalent), short-circuit analysis, protective device coordination review, equipment evaluation, and arc flash hazard analysis in accordance with IEEE 1584, NFPA 70E, OSHA standards, and NEC 110.16 requirements. The question submission deadline is August 27, 2026, with answers posted by September 3, 2026, and proposals due by September 10, 2026, at 11:00 AM Pacific Time. The selected consultant must begin work within 15 calendar days of receiving the Notice to Proceed and complete all services within a one-year contract term. Proposals must be submitted electronically through the Long Beach Buys portal, and selected consultants must obtain insurance coverage and a Long Beach Business License prior to contract execution.
Pricing must be submitted on a detailed fee schedule basis with fully loaded billable rates, no markups on reimbursable items, and subconsultant rates at actual cost. The evaluation criteria allocate 40 points for approach (work plan, methodology, project understanding, and schedule), 30 points for experience (references and staff expertise), and 30 points for price, with LBPUD reserving the right to negotiate final contract terms with the selected consultant and award to the proposal deemed most advantageous rather than the lowest-priced option. Minimum qualifications require five consecutive years of recent experience performing arc flash studies for utility, industrial, water, wastewater, or critical infrastructure facilities, with at least one reference from a public utility organization preferred. The consulting firm must hold a current Professional Electrical Engineering (P.E.) license registered in California and be responsible for all costs related to permits, licenses, insurance, and materials. Award is contingent upon successful Board of Public Utilities Commissioners approval and negotiation of final contract terms, with no announcement of award permitted without prior written LBPUD approval.
