About this opportunity

The City of Richardson, Texas is soliciting bids for an annual requirements contract for electrical services for special events, with bids due August 25, 2026 at 2:00 PM Central Time and a pre-bid conference scheduled for August 6, 2026 at 2:00 PM via Zoom.

The scope encompasses electrician labor at regular and after-hours rates, electrician's helper services, and materials including transformer panels, distribution boxes, cables, and cords meeting National Electric Code requirements. The City will host four named events: Santa's Village, Cottonwood Art Festival, Wildflower! Arts & Music Festival, and Huffhines Harvest Fest. Bidders must be fully certified, bonded, and insured. Required insurance includes commercial general liability of $1 million combined single limit and $2 million aggregate, workers' compensation coverage, automobile liability of $1 million, and excess liability of $2 million. Bidders must provide five references demonstrating comparable special events electrical experience within the past three years and a complete inventory of equipment owned or leased for use during the contract term.

The estimated annual contract value is approximately $70,000. The contract period is twelve months from award, with the City holding options to extend for four additional one-year renewal periods at the same terms and conditions. Either party may terminate with sixty days' written notice. Prices must remain firm for the initial contract period; price adjustments during renewal periods are permitted based on the Consumer Price Index for All Urban Consumers with a minimum of twelve months between adjustments.

Award will be determined through best-value analysis: price (35 percent), bidder experience and qualifications (35 percent), and reference feedback (30 percent). Written clarification requests are due August 11, 2026. Bids must be submitted via the Bonfire electronic platform or hand-delivered to the City's Purchasing Division. The City reserves the right to reject all bids, waive formalities, or award to one or multiple bidders.
