About this opportunity
This is a Request for Proposals (RFP) issued by the Texas Comptroller of Public Accounts (CPA) to solicit bids from qualified vendors for Appraisal and Legal New and Continuing Education Training Services for Appraisal Review Board (ARB) Members across the state. The scope of work includes providing 4-hour continuing education courses on legal issues and appraisal methods, as well as 8-hour new member training courses covering legal topics and 2 hours of appraisal training. CPA requires a minimum of 5 live/telecast sessions and 5 webinar/electronic transmission sessions for each type of training. The initial contract term is from the date of award through August 31, 2025, with CPA having the option to extend for up to three additional one-year periods. Respondents must provide detailed pricing on the mandatory price sheet for the various training delivery methods. CPA will evaluate proposals based on the respondent's past performance, compliance with specifications, and cost, using the best value standard. The proposal submission deadline is September 25, 2024.
The CPA has determined that subcontracting opportunities are probable under this contract, so all respondents, including State of Texas certified Historically Underutilized Businesses (HUBs), must complete and submit a HUB Subcontracting Plan with their proposal. The CPA is committed to increasing contracting opportunities with HUBs. There is no incumbent contractor currently providing these services, and the CPA has not specified a maximum budget for the contract. The CPA reserves the right to award contracts to up to two successful respondents, or not award a contract at all.
