About this file
This document is a Request for Proposal (RFP) issued by the Texas Comptroller of Public Accounts (CPA) for Appraisal & Legal New & Continuing Education Training Services for Appraisal Review Board Members. The CPA is seeking proposals for training services to be provided to new and existing members of local Appraisal Review Boards across the state. The RFP outlines the scope of services, which includes in-person, telecast, webinar, and pre-recorded training sessions to be delivered at various locations around Texas. The CPA estimates the number of training sessions required annually and the expected number of participants. The RFP also provides details on the curriculum, technology requirements, and evaluation of the training's effectiveness.
The CPA has not identified an incumbent contractor for these services and is open to different pricing structures, including per session, per participant, or a flat annual fee. The RFP allows for flexibility in lodging reimbursement rates and meal per diem, and provides guidance on the approval process for travel expenses and substitutions of trainers. There is no stated maximum budget, but the CPA will evaluate proposals based on best value to the state.
