About this opportunity
The Oregon Department of Fish and Wildlife (ODFW) is procuring gravel supply and delivery services through a competitive Invitation to Bid (ITB S-63500-00015960) for the Applegate Gravel Augmentation project. The procurement seeks 500 cubic yards of appropriately sized gravel (1"-8" with an ideal composition of at least 80% mix of 3"-6" rounded river gravel) to be placed in the Applegate River approximately 0.6 miles downstream of the Applegate Dam to restore spawning habitat for salmon and steelhead impacted by the dam's disruption of natural sedimentation processes. Bidders must submit pricing for 250 cubic yards with delivery in 2026 (Item 1) and 250 cubic yards with delivery in 2027 (Item 2), with an optional line item for 500 cubic yards with delivery in 2026 (Item 3), with all goods to be delivered no later than June 30, 2027. Mandatory bid submission requirements include a bid cover sheet, bid submittal form, reference check form, responsibility inquiry, and COBID certification/outreach plan. Bidders must provide evidence of comparable experience from two different firms within the last three years and certify financial capability, contract performance history, absence of criminal or civil fraud charges, current licensing and insurance, and possession of a valid Pay Equity Certificate. Award determination is based on cost comparison and responsiveness, with the bid due date of March 23, 2026, at 10:00 AM, and the single point of contact is Ashley Kallberg at the Oregon Department of Fish and Wildlife, 4034 Fairview Industrial Drive SE, Salem, OR 97302.
This procurement encourages participation from Certified Disadvantaged Business Enterprises (DBEs), including Disadvantaged Business Enterprises, Minority-Owned Businesses, Woman-Owned Businesses, Service-Disabled Veteran-Owned Businesses, and Emerging Small Businesses certified under ORS 200.055, with bidders required to complete a Certified Disadvantaged Business Outreach Plan detailing anticipated subcontracting opportunities and outreach efforts to solicit certified firms. No incumbent vendors or existing contractors are referenced in the solicitation documents. Bidders are responsible for all costs associated with bid preparation and must comply with federal, state, and local laws, including Oregon prevailing wage rate requirements if applicable. The contract will be effective upon full execution and will terminate on June 30, 2027, with no renewal options. The maximum not-to-exceed compensation amount will be determined based on bid responses and will include all allowable expenses and delivery charges submitted on a lump sum basis. Contractors must maintain specified insurance coverage and are classified as independent contractors responsible for all applicable taxes and withholdings, with ODFW retaining the right to terminate the contract with 30 days' notice or immediately if funding becomes unavailable.
