About this opportunity

The School Board of Volusia County, Florida cancelled Invitation to Bid ITB-2025-9048-EK for one Apex 2516 Pro 98"L x 63"W flatbed cutter on August 22, 2025, to further review and revise specifications before reissuing a new solicitation. Six vendors submitted bids prior to cancellation.

The original scope was a complete flatbed cutter system including a UCT drag knife tool, creasing wheel, kiss cut tool, V-cut tool, electric oscillating tool, conveyor belt with auto knife initialization, variable vacuum zones, and starter kit of blades for all tools. The package included a computer system with monitor, keyboard, mouse, and CutWorx software, plus a 450-watt router tool. Installation and training for CutWorx software (equipment assembly, installation, maintenance, and production training), a one-year parts and labor warranty, and all freight and handling charges were included in the scope. The equipment requires 3-phase 220-volt power at 60 amps balanced, a standard 120-volt outlet, and an air compressor delivering 100 PSI at 5 CFM moisture-, water-, and oil-free capacity. Delivery was required to the School Board's Print Shop at 1301 Shapiro Drive, DeLand, Florida 32724, between 9:00 AM and 3:00 PM EST, Monday through Friday.

The original solicitation was released July 16, 2025, with questions due by July 29, 2025, and bids due August 6, 2025, at 2:00 PM EST via VendorLink. Addendum 1 (posted July 24, 2025) introduced an Option 2 Alternate Bid provision allowing vendors to submit products meeting or exceeding the specified Apex 2516 Pro. Vendors bidding alternates were required to provide supporting specifications and literature. All delivery and uncrating costs were the vendor's responsibility, as no forklift was available on site.

Bidders submitting bids were B&C Graphics LLC (Dallas, TX), Bluum USA, Inc. (Phoenix, AZ), Concourse Tech Inc., formerly Coquina Labs Inc. (New York, NY), Dorado Graphix LLC (Jacksonville, FL), Mac Papers, LLC (Jacksonville, FL), and Ricoh USA, Inc. (Duluth, GA).
