About this opportunity
The City of Tucson is seeking contractors to establish an annual requirements contract for the Fabrication of Station Control Panels for the Tucson Water Department. The solicitation (RFP No. 240048) requires in-state fabrication of four specific panel types: Well C-120 (48x36-inch wall mount), Sundt Booster (48x60-inch wall mount), Plane Tech DR PRV (72x48-inch freestanding), and La Paloma Reservoir & Booster (72x72-inch freestanding). Contractors must be UL508A rated for building control panels and maintain a dedicated controlled environment for panel fabrication. The City anticipates purchasing approximately 20 panels per year and will award multiple contracts to ensure adequate product line selection and geographic coverage. Proposals are due on January 10, 2024, at 2:00 PM local Arizona time, with a pre-submittal conference held on December 18, 2023. Evaluation will be based on qualifications, experience, and pricing, with the City selecting contractors who can provide the most advantageous quotes in terms of price and delivery time for specific panel jobs as they arise.
The procurement includes Section 3 Program requirements, which mandate that employment and economic opportunities be directed to low- and very low-income persons, with specific compliance benchmarks of 25% labor hours performed by Section 3 Workers and 5% by Targeted Section 3 Workers. Contractors must be located within Arizona to facilitate contract administration and panel testing, with the ability to provide 120 and 480-volt power for testing. The contract will be for one year with potential extensions for up to four additional one-year periods. The estimated annual spend is approximately $980,000, with the City reserving the right to increase or decrease panel purchases as needed. Contractors will be required to provide Allen-Bradley components as spare parts, including CompactLogix controllers, I/O modules, interface cards, display units, and network switches, with two of each item specified. The panels must be completely assembled, wired, and tested to a UL 508 rating, with all necessary documentation, calibration certificates, and as-built drawings provided.
Opportunity text
The City of Tucson intends to establish annual requirements contract for the Fabrication of Station Control Panels for the Tucson Water Department. To ensure adequate product line selection, and to provide adequate geographic coverage of Tucson Water personnel, the city anticipates making awards to more than one Contractor. The successful Contractor(s) who are awarded a contract as a result of this Request for Proposal process will have the opportunity to provide quotes on specific panel jobs when they arise. To limit travel time, expense, and shipping costs, in-state fabrication will be required.
The successful Contractor(s) shall fabricate Station Control Panels, at the request of the Tucson Water Department on an as-needed basis. Panels shall be fabricated in accordance with the applicable specifications and plans that will be provide by the Tucson Water Department. It is anticipated that the Tucson Water Department will purchase approximately 20 panels per year. This is only an estimate, however, and the City reserves the right to increase or decrease this amount as circumstances require.
When a specific panel request arises, the Tucson Water Department will provide the applicable specifications and plans to the successful Contractor(s) and request a price quote. The request will typically include a delivery deadline. The Tucson Water Department will evaluate the responses and ward the project to the Contractor whose quote is most advantageous to the Tucson Water Department with respect to price and delivery time.
The City estimates to spend approximately $980,000 per year.
