About this file

This is a sample specification document provided by the City of Tucson Water Department for the fabrication of Station Control Panels under an annual requirements contract. The specification establishes comprehensive performance and technical requirements for vendors to fabricate four specific panel types: Well C-120 (48x36-inch wall mount), Sundt Booster (48x60-inch wall mount), Plane Tech DR PRV (72x48-inch freestanding), and La Paloma Reservoir & Booster (72x72-inch freestanding). The City anticipates purchasing approximately 20 panels per year and plans to award multiple contracts to multiple contractors to ensure adequate product line selection and geographic coverage. All panels must be completely assembled, wired, and tested to a UL 508 rating by a panel shop holding UL 508A certification. Contractors must be located in Arizona to facilitate contract administration and panel testing and must maintain a dedicated controlled environment for panel fabrication. Panels must be delivered to Tucson Water Stores at 1445 S. 11th Street, Tucson, Arizona 85713, with advance notice required prior to delivery. The contract term is one year with potential extensions for up to four additional one-year periods. The City estimates an annual spend of approximately $980,000.

The specification requires vendors to provide comprehensive documentation including as-built drawings in both full-size blueline format and ACAD Version 2016 or newer DWG files on USB flash drive, operations and maintenance manuals in both hard copy and electronic format on USB flash drive, and calibration certificates for all equipment and instruments. Vendors must supply spare parts including specified Allen-Bradley components: two each of CompactLogix 5380 L3 Controllers, Compact I/O modules (16-channel digital input, 16-channel isolated relay output, 8-channel analog input/output), Serial Interface Cards, PanelView 5510 color displays, Stratix 2500 managed Ethernet switches, and various removable terminal block kits. The specification mandates compliance with the National Electrical Code, NEMA standards, and all applicable federal, state, and local codes. A one-year warranty and guarantee on all workmanship and materials is required, beginning from the date the panel is received and signed for by the Owner. Vendors must submit a work schedule within eight working days of contract award identifying key milestones including start of fabrication, completion date, inspection/testing dates, and shipping date. The specification requires submission of a Station Control Panel Testing Procedure for review and approval a minimum of four weeks prior to testing commencement. Section 3 Program requirements mandate that 25 percent of labor hours be performed by Section 3 Workers and 5 percent by Targeted Section 3 Workers.
