About this opportunity

The Washington Department of Commerce is requesting proposals for an independent performance audit of the Andy Hill Cancer Research Endowment (CARE Fund), with proposals due July 20, 2026 at 4:00 p.m. Pacific Time. A mandatory Small or Veteran-Owned Business set-aside applies: the contract must be awarded to the highest-ranked responsive and responsible SBE or VBE unless no such responsive proposal is received.

The scope requires a comprehensive performance audit covering the CARE Fund's strategic plan, grant programs, and program administrator performance for the audit period July 1, 2023 through June 30, 2026. The contractor must deliver an audit plan, draft report, draft final report with board presentation, and final audit report. Minimum qualifications include licensure or commitment to obtain Washington business licensure within 30 days of selection, demonstrated experience conducting performance audits of research granting entities, and demonstrated experience with government performance audits in compliance with Generally Accepted Government Auditing Standards (GAGAS).

The total contract budget is $150,000, not to exceed. Proposals exceeding this threshold will be deemed non-responsive. The estimated contract period runs August 18, 2026 through June 30, 2027, with the Department of Commerce retaining the right to extend for two additional one-year periods. Payments are made on a reimbursement basis for deliverables and allowable time and expenses.

Evaluation allocates 80 percent to the Technical Proposal and 20 percent to the Management Proposal, with cost scoring calculated by dividing the lowest cost by each proposer's total cost. An additional 5 percent bonus points are awarded to proposers certifying no mandatory individual arbitration clauses for employees. A pre-proposal conference is scheduled for June 29, 2026 at 1:00 p.m. PST via Microsoft Teams. The Apparent Successful Contractor will be announced August 3, 2026, with the earliest contract signature date of August 18, 2026.
