About this opportunity
The Salt Lake City Department of Public Utilities is procuring a comprehensive drinking water meter replacement project through a unit price competitive bid process. The project involves the furnishing and installation of approximately 7,045 Sensus iPERL+ smart water meters, SmartPoint 520M mobile transmission units, gaskets, and meter lids throughout Salt Lake City's water service area, which encompasses Salt Lake City and surrounding municipalities including Taylorsville, Midvale, Murray, and Holladay. The iPERL+ meters feature electromagnetic flow measurement technology, 20-year accuracy and battery life warranties, solid-state construction with no moving parts, and smart water alarms for leak detection, reverse flow, empty pipe detection, magnetic tamper identification, and low battery alerts. Deliverables include mobilization and demobilization, data transfer in specified database formats for tracking meter information and service details, and public relations activities through pre- and post-notification to customers in English and Spanish regarding meter replacement activities and potential water discoloration. The contractor must obtain all necessary permits, coordinate utility locates through Blue Stakes of Utah, manage traffic control in accordance with MUTCD standards, and comply with Salt Lake City Department of Public Utilities standards and APWA specifications. A mandatory pre-bid conference is scheduled for April 16, 2026, at 1:00 p.m. at the Department of Public Utilities office with virtual participation via Microsoft Teams; electronic bids must be submitted through the Utah Public Procurement Place (U3P) Bonfire portal by 2:00 p.m. local time on May 1, 2026, with bid opening at the same location and time. The contract period extends from award through June 30, 2027, with substantial completion required by that deadline, and liquidated damages assessed at $1,000 per day for late completion of the base contract and 50 percent thereof for delayed punch list completion.
The procurement implements a Value-Based Procurement Program that evaluates bids based on specified ranges relative to contract value, considering factors such as nondiscrimination policies, apprenticeship sponsorships, drug testing programs, and local small business status. All bidders must provide bid security equal to 5 percent of their bid amount, valid for 45 days following bid opening or until contract recording, and successful contractors must furnish performance bonds and payment bonds each equal to 100 percent of the contract price, with surety rated A- or better by A.M. Best Company or listed in the U.S. Treasury Department's approved sureties. The Salt Lake City Department of Public Utilities will furnish the equipment including meters, MXUs, gaskets, and lids; the contractor is responsible solely for installation, data management, and customer relations activities. The engineer's estimate for the project is $775,870.00, which represents the anticipated contract award value and establishes the budget framework for bid evaluation. The owner reserves the right to reject any or all bids submitted in response to this procurement opportunity.
