About this opportunity

The Utah Division of Purchasing is publishing notice of intent to award Amendment 1 to Contract 266032 to Veritas Health Solution, LLC without engaging in a standard procurement process, with a public comment period closing September 16, 2026.

The Utah Department of Human and Health Services, Community Health and Well Being, Division of Population Health, is seeking a 120-day contract extension and funding increase for continued health workforce consulting services. The amendment extends the original contract end date from March 1, 2027, to June 29, 2027, and increases total contract value from $112,500 to $134,375 (a $21,875 or 19.44% increase). Veritas has served as the core operational partner for the Utah Health Workforce Advisory Council (HWAC) and Utah Health Workforce Information Center (HWIC) since 2020. The extension is justified under Utah Procurement Code exceptions for single-source availability and significant transitional costs — Veritas possesses institutional knowledge, established data collection tools, specialized policy expertise, and stakeholder partnerships necessary to complete final deliverables: development of a comprehensive 5-year strategic plan for both HWAC and HWIC and formal closeout of the multi-year partnership. Services are delivered by nationally recognized health workforce policy and data consulting experts. The additional $21,875 compensates for increased consulting time and expertise required for the 5-year strategic plan and closeout plan, which were not in the original scope. The Division of Purchasing will determine in writing whether the claimed conditions justify the non-competitive award. The original solicitation type was sole source (JM26-2). Marc Watterson, Division of Population Health, is the conducting procurement unit contact (marcwatterson@utah.gov, 801-647-1490).

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
