About this opportunity

The State of Utah Division of Purchasing is requesting quotes for aerial seeding of 1,906 acres in Tooele County under RFQ AM27-109, with quotes due September 24, 2026. Award will be made to the responsive and responsible vendor submitting the lowest cost bid; multiple or alternate quotes will not be accepted.

The scope encompasses 1,442 acres near Ibapah and 504 acres near Clifton Flat, located at elevations from approximately 5,700 to 6,600 feet, roughly 10 miles apart. The contractor must apply a government-supplied seed mix of grasses and forbs at approximately 8.7 lbs/acre (totaling approximately 16,950 lbs). Aircraft must be equipped with GPS technology to establish flight lines ensuring 100 percent coverage at the specified application rate. Operations are scheduled for October 19–30, 2026, with work commencing at 8:00 a.m. to minimize wind drift; the State reserves the right to postpone if wind speed exceeds 10 miles per hour. The contractor is responsible for all equipment and personnel to unload and load seed at designated locations, coordinate landing-strip access with the Goshute Tribe at Ibapah, and utilize either Wendover, Nevada airport (approximately 50 air miles away) or suitable dirt roads within 2 miles of project sites.

Quotes were evaluated on objective criteria including responsiveness and compliance with all specifications. Five vendors submitted bids ranging from $12,610.08 to $77,840.00 total cost. SafeChem Pest Control submitted the lowest bid at $12,610.08 ($6.48 per acre for both parcels). An award memo has been issued; however, no work may commence, materials purchased, or subcontracts entered into until both the awardee and the State execute a purchase order or contract. Protests of the award decision must be submitted in writing to the Procurement Officer within seven days of notice issuance. Contractors must maintain commercial general liability insurance of at least $1 million per occurrence and $3 million aggregate, and workers' compensation insurance at statutory limits.
