About this file

This is an award memo from the State of Utah Division of Purchasing and General Services announcing the intended award of a contract to conduct aerial seeding services for the Division of Wildlife Resources. The solicitation, identified as AM27-109 Ibapah-Clifton Flat Aerial Seeding, sought quotes for aerial seeding of 1,906 acres located in Tooele County, Utah. The Request for Quotes (RFQ) was evaluated based on objective criteria outlined in the solicitation, with the award intended for the responsive and responsible vendor submitting the lowest cost quote. Vendors were prohibited from submitting multiple or alternate quotes, with only the primary bid accepted if violations occurred. Any exceptions to the RFQ specifications were required to be protested in writing to the Division of Purchasing prior to the closing date.

The award notification specifies that the intended awardee cannot begin work, purchase materials, or enter into subcontracts until both the recipient and the Division of Purchasing and General Services execute a contract or purchase order. Receipt of the award notification does not constitute a contract; only an executed PO or signed contract creates a binding agreement. Vendors were notified that protests of the award decision must be submitted in writing to the Procurement Officer within seven days of the notice issuance, clearly identifying the solicitation and detailing the nature of the protest. The award documentation and intended awardee information are available on the public purchasing website and in supporting documentation.
